Intends to procure production OTPSs on a non-competitive basis from Raytheon Co., Electronic Systems, of Arlington Va. The Navy does not own adequate specifications, drawings and related data to permit full and open competition. Items being procured include approximately sixteen (16) to twenty-four (24) Intermediate-Level production Operational Test Program Sets to fault isolate the AN/ALE-50 Towed Decoy System (TDS)WRAs to their repairable subassemblies (SRAs). Raytheon Co. has designed/developed an initial First Article OTPS to support the above AN/ALE-50 TDS. All responsible sources are encouraged to identify themselves and submit a proposal which may be used by the Government in determining whether or not to conduct a competitive procurement.
