The Financial Management System(FMS)will be based on DoD's PA&E cost element structure(CES)which will be mapped to a standard MHS IT work breakdown structure. The FMS will also need to collect cost in accordance with one of four core business process areas and by functionality. Cost will be collected monthly, in a standard electronic format from all vendors supporting the MHS IT orgainization. All monthly electroinic cost report submitted by vendors and incorporated into the FMS will include, but will not be limited to the following standardized/categorized information: employee name, company name, prime/su, DO nuumber, WBS task & subtask number, loaded hourly rate, prime core business process number, functionality number, and ODC number (as applicable). The FMS will need to interface with Primavera and be capable of providing cost data to calculate earned value estimates. The FMS will be WEB-based, and provide multiple users with "read" access and the ability to extract the data. Access to theFMS will be password protected.
