Contractor shall furnish all equipment,technical expertise, and personnel to conduct an on-site chemical stabilization/fixation process on blast media, power washer waste, contaminated soils, waste absorbent, chemical vat waste, steam bay sludge, phosphate sludge, and oily rags. The process is to be performed on site with portable and/or mobile equipment and must be an approved method under EPA and/or the state of Texas regulations/laws that demonstrate Best Demonstrated Available Technology (BDAT). The stabilization process shall be for wastes that are classified as being a Resource Conservation & Recovery Act (RCRA) hazardous waste and also wastes with levels of contamination above the Texas Administrative Code 335, Subchapter 1, Appendix 1. This will be a requirements-type contract with a base period of 12 months and 4 twelve month option periods.
