Mrs. Catherine Bullard, Contract Specialist (202) 307-7826 The Drug Enforcement Administration (DEA) is seeking to identify qualified sources to provide the services of a commercial laboratory to analyze samples obtained during industrial hygiene and biological monitoring of the DEA forensic laboratories. The following are examples of industrial hygiene tests which would be conducted at a sensitivity level of 1 -- 10 parts per billion (ppb) for the drug levels and 100 -- 500 ppb for the solvents. These sensitivity levels will require the use of an electron capture detector on a gas-chromatography/mass spectrometry spectrometer (GC/MS) (1) air samples for drug mixtures using filter cassettes (GC/MS); (2) wipe samples for drug mixtures (GC/MS); (3) air samples using charcoal tubes or silica gel tubes for the solvents; (4). analysis of bulk asbestos samples by polarized light microscopy (PLM); (5) Metals by atomic absorption (AA). Contractor shall provide proof of demonstrated capability in processing biological monitoring samples as well as industrial hygiene samples, including those involving controlled substances and shall have a forensic toxicologist on staff. Capability statements should also include the ability to analyze, collect specimens using gas chromatography/mass spectrometry at various levels of detection. Contractor shall provide proof of capability to perform analysis of urine samples for the following drugs at various levels using gas-chromatography/mass-spectrometry: amphetamines (20.0 ng/ml), cocaine and benzoylecgonine (10.0 ng/ml), phencyclidine (1.0 ng/ml), THC (5.0 ng/ml), opiates (150.0 ng/ml), methaqualone (100.0 ng/ml), benzodiazopine (100.0 ng/ml). Contractors are requested to provide sufficient information that shall demonstrate their capability to perform analysis of blood samples for the following solvents at the indicated threshold using gas chromatography/mass spectrometry (GS/MS): chloroform, 10.0 (nanograms per milliliter (ng/ml) and methylene chloride, 10.0 (ng/ml). The contractor shall provide proof of accreditation by the American Industrial Hygiene Association and certification by the U.S. Department of Health and Human Services, Substance Abuse and Mental Health Services Administration. The contractor shall also have received a "Certificate of Registration" from the Drug Enforcement Administration to handle controlled substances There is no solicitation available.
