The Naval Research Laboratory (NRL) has a requirement for intellectual property services to include the drafting of patent applications for filing with the U.S. Patent and Trademark Office, including both U.S. patent applications and patent applications filed under the Patent Cooperation Treaty. The services shall also include the coordination and management of translations, initial filings, prosecution, and fees for foreign, national patent applications. A Time and Material type contract is contemplated. The period of performance will be from date of award through twelve months with four twelve-month options. Oral presentations will be required for the technical portion of the offeror's proposal. All responsible sources may submit a proposal, which shall be considered by the NRL.
