Coastal Systems Station (COASTSYSTA), Dahlgren Division, Naval Surface
Warfare Center, Panama City, Fl, intends to solicit competitive
proposals for providing engineering and technical support for various
Mine Warfare (MIW) systems being developed, modified or supported by
the COASTSYSTA. The major MIW mission areas include: Surface Mine
Countermeasures (MCM), Airborne MCM, Shallow Water MCM, and Mine
Development. Major platforms supported include the MCM-1 and MHC-51
Class ships, helicopters, and air cushion vehicles used to support MIW
missions. Efforts in MCM will involve concept formulation, system
design, systems engineering and integration, installation and checkout,
in-service engineering, configuration management, quality assurance,
and integrated logistic support for systems from cradle to grave, (i.e.
from initial concept development through operational fielding and life
cycle support). Required areas of technical expertise include:
Command, Control, Communication, Computers and Intelligence (C4I);
Precise Navigation; Sonar; Radar; Tactical displays; Remotely Operated
Vehicles (ROVs); Mechanical and Influence Minesweeping; Energetics;
Electro Optic programs; Modeling and Simulation; and Life Cycle
Management. Efforts in Mine Development will involve systems
engineering, integration, documentation, RDT&E, and logistic support
methodologies relating to mines and mine components, associated test
equipment, and delivery platform interfaces from their initial
conception through production and post Fleet deployment. This effort
will require support to assist in preparation and analysis of
Operational Requirements Documents (ORDs) and Cost and Operational
Effectiveness Analyses (COEA's) related to emerging mine systems. This
effort further involves the generation of relevant mine ranging data
and mine actuation and target damage data, modeling and simulation of
mine sensor data, software development, and the generation of mine
statistics useful to minefield planners. As priorities and requirements
change, flexibility on the part of the successful offeror in providing
technical support to the Mine Division and the Mine Improvements
Office is of the utmost importance. A five-year cost reimbursement
contract, with both term and completion delivery orders, is
contemplated. Technical and cost proposals will be required. The
successful offeror will require a secret facility clearance. Only
contractors who are certified as "U.S. Qualified Contractor" under DoD
procedures may receive export-controlled data required for performance
of this effort. Interested contractors should submit a completed DD
Form 2345 showing status as a U.S. qualified contractor with their
request for solicitation. DD Form 2345 can be obtained by calling DLA
at 1-800-352-3572. Requests for this solicitation may be made by mail,
addressed to the Contract Specialist listed above, or by email
KitchenMF@ncsc.navy.mil. In addition to the DD Form 2345, requests
should include the prospective offeror's Commercial and Government
Entity (CAGE) Code, email address, point of contact and telephone
number. Telephone requests will not be accepted. Solicitation will be
available for download on or about 9 Jun 2000. Solicitations and any
Amendments may be downloaded from

or Amendments will be mailed to offerors. Therefore, it's incumbent
upon the potential offeror to be cognitive of the CSS Internet for all
