Elkhorn Road restoration involves drainage work and surfacing on several roads in the Elkhorn Mountain Range. Work will include furnishing and installing drainage structures such as minor culverts and drive-through dips, recondition of the native road surface, and furnishing and installing crushed aggregate on sections of the area roads. Approximately 20 miles of road will be treated, but work items are scattered over approximately 40 miles of road. Project located on the Townsend Ranger District, Helena National Forest, Lewis & Clark County, MT. Solicitation will be available approximately June 9, 2000. Solicitation type is Request for Proposal (RFP). Contract time 90 calendar days. Price range $100,000 -- $250,000. SIC 1611. Evaluation Factors for Award: The Government will award the contract to the offeror whose offer represents the best value to the Government on the basis of (1) the merits of the offer and (2) the offeror's capability. The Government will determine the merits of each offer on the basis of (1) its acceptability and (2)its price reasonableness. The Government will assess the capability of each offeror on the basis of the following criteria which are listed in descending order of importance; (1)its organizational experience, (2) its organizational past performance, (3) its understanding of the Government's requirements, and (4) its demonstrated ability to comply with instructions. The Government will not assess capability on a pass/fail basis, but will use its assessments of capability as a basis for comparing offerors to determine best value. See note (26).
