publication serves as a notice of intent to procure, on a sole-source
source basis, with Indal Technologies, Inc. for the U.S. Department of
Transportation, U.S. Coast Guard Yard, to provide (1) one each
telescoping retractable helicopter hangar, Model 1230-1, complete with
door and helicopter support equipment. It is anticipated that a
non-competitive sole source solicitation will be issued for this item
unless additional qualified sources are located. All responsible and
responsive sources are invited to express their interest. Qualified
sources must document past experience in building and furnishing the
hangar assembly described below or one-similar to it. The aluminum
hangar shall consist of (1) one fixed section with bulkhead and access
door and (2) two telescoping sections. The fixed section shall be
designed to use "Deta Couple" or other Bi-Metallic joint material to
fasten to a steel deck. The telescoping sections shall operate in an
aluminum track with a rack and pinion drive. One motor with shafts and
90-degree gear drives shall power the lead section, which, in turn,
acts as a pusher/tractor for the intermediate section. The end
telescoping section shall be fitted with a powered stainless steel
curtain door. The overall interior dimensions of the extended unit
shall be approximately 53'-6" long with a minimum interior height of
-18 feet and an interior minimum clear width of 19 feet. The overall
retracted length shall be approximately 23 feet 6 inches. The
telescoping sections of the hangar shall operate on tracks with guides
and rollers. The hangar in its fully open or retracted position with
the curtain and access doors closed shall be tight against rain, wind,
spray and light. Telescoping sections of the hangar and the curtain
door shall be electrically driven. The hangar shall be furnished with
electrical heaters, electric lighting and receptacles and have an
installed AFFF fire fighting system. A helicopter service hoist, 4000#
capacity with beam and trolley, shall be furnished. The assembly shall
be shipped in a knocked-down condition and shall be designed for
assembly with the use of bolts. The hangar shall be of a proven design
and shall have been used and operated on board Coast Guard, Navy or
Merchant ships. It is the government's belief that only Indal
Technologies, Inc., can provide the said hangar. However, other
potential sources having the expertise and required capabilities can
submit data discussing the same in duplicate within fifteen (15) days
from the date of this announcement. No cost or pricing data is
required. This is not a Request for Proposal (RFP). The government does
not intend to pay for the information solicited. Responses must be
concise and be specifically directed to the requirement mentioned
above. Concerns that respond to the notice must fully demonstrate their
capabilities to meet the requirements. The following information must
be provided to evaluate the acceptability of the offered hangar: 1)
Complete and current engineering data to demonstrate the acceptability
and compatibility of the offered telescoping helicopter hangar, or 2)
data that the offered telescoping helicopter hangar and parts have
been satisfactorily manufactured for the government or the original
equipment manufacturer. Adequately detailed data by which to evaluate
the capabilities should be sent to the attention of Janice L. Sprouse,
