This synopsis serves as Amendment 0001 to combined synopsis/solicitation N00178-00-R-1061 (Submission No. 453800) which appeared in the Commerce Business Daily (CBD) on 11 May 2000. This amendment is issued to provide clarifications in response to questions submitted by potential offerors and to remove a redundant representation contained in the original combined synopsis/solicitation. Questions and Answers as follows: Question 1: Is this an equipment sale or do you require us to install the equipment? Answer: The procurement is for the equipment only. Installation is not a requirement. Question 2: Where on line can I download the forms that are required for the submitting of the proposal? Where do I get the forms to fill out completed copies of FAR 52.212-3 and DFAR 252.212-7000? Answer: FAR solicitation provisions and clauses can be accessed at http://www.arnet.gov/far/ This website will bring up several possibilities to access the current version of the FAR. For example, you may click on Parts 52&53 HTML which will bring you to Part 52, Solicitation Provisions & Contract Clauses. You would then click on the appropriate section, such as 52.000 to 52.214, and scroll your way through the next screen until you reach FAR 52.212-3. DFAR solicitation provisions and clauses can be accessed at http://www.acq.osd.mil/dp/dars/dfars.html This will provide you several locations to access DFAR solicitations provisions and contract clauses. Click on the highlighted and underlined areas in this site to take you to the appropriate provision, such as, DFAR 252.212-7000 Question 3: We have not sold the VMM806 and/or DMM806 to anyone as yet. We have only sold some of the VMM600 equipment. Does this mean we are ineligible to quote since we cannot supply this information? Also, since we do not have a past performance history of providing this equipment to the government does this also disqualify us from bidding? Answer: No. This does not make you ineligible or disqualify you from making an offer. For evaluation of your past performance, the requirement is to provide a list of at least three previous sales of the same or similar items for CLINS 0001 -- 0011. The sales can be commercial, government, and/or a combination of both. The government considers previous sales of video headend transmission and reception equipment to be similar items. Removal of Redundant Requirement: 1. The original combined synopsis/solicitation required the offeror to include a completed copy of DFAR 252.247-7022 Representation of Extent of Transportation by Sea. Since the offeror is required to include a copy of the completed provision DFAR 252.212-7000, Offeror Representations and Certifications Commercial Items, which also includes the representation contained in DFAR 252.247-7022, the requirement to provide a completed copy of DFAR 252.247-7022 is hereby deleted. 2.
