and Prevention (CDC) intends to purchase Liquid Nitrogen Storage
Freezers with Rack Systems. CDC believes that its requirements are met
by only one provider, CHART/MVE -- Applied Technologies Division,
however all responsible sources that can meet the requirements listed
herein may submit a quote which will be considered by the agency.
Description of the requirements are: 1.) To purchase eight (8) Liquid
Nitrogen Storage Freezers -- Dimensions: 25"/635mm neck opening,
28.6"/762mm usable height, 58.4"/1483mm overall height, 56.3"/1430mm
inner diameter, 60"/1528 outer diameter) -- Storage capacity: Ability
to hold 54 racks, each rack containing 13 boxes (each of which are 5"
x 5" x 2" height) -2.) To purchase twelve (12) Liquid Nitrogen Storage
Freezers -- Dimensions: 39.5"/1003mm Neck Opening, 33.3"/846mm Usable
height, 48"/1129mm overall height, 42"/1067mm outer diameter,
22.75/840mm inner height above platform. Storage capacity: Ability to
hold at least 28 racks, each rack containing 12 boxes (each of which
are 5" x 5" x 2 height); 3.) To purchase twelve (12) -- 28 Racks, 364
Cardboard boxes Rack System with thirteen (13) 2" shelves; 4.) to
purchase eight (8) -- 54 Racks, 702 Cardboard boxes Rack system with
thirteen (13) 2" shelves; 5.)To purchase one (1) -- 54 Racks, 432
Cardboard boxes Rack System with eight (8) 3" shelves. Both freezers
specified above have the same following characteristics: Performance:
Liquid Nitrogen capacity at least 10" of liquid nitrogen under platform
level in vapor phase operation; Static evaporation rate no greater than
11 liters/day; Maintains at least 150 degrees Celsius under-the-lid
temperature in vapor phase operation -- Features: Temperature driven
Gas by-pass function; Aluminum Temperature sleeve; Offset Neck; all
metal lid/top with spring hinges; annular filling lines; all stainless
steel construction; wide casters; rotating tray -- vapor storage;
vacuum insulated walls; stainless steel step; locking lid—CDC
Style Microprocessor Controller: Pressure transducer level measuring
system, accuracy +/-0.5 inches over range of 3 -- 28 inches,
calibration capability; Self-diagnostic routine at power-on; Platinum
RTD Temperature reading; Alarm conditions monitored: low level, high
level, low temp, high temp, long fill time, fill valve, power failure,
LN2 supply empty, hot gas by-pass valve, lid open; Alarm contacts:
Common, one normally open (N.O.) and one normally closed (N.C.)
contacts, relay contacts rated at 1a at 30VDC; 4-20 ma output for
temperature monitoring; User-definable alarm delays and alarm set
points; Bypass accessory: control output (bypass solenoid valve):
24VDC, 1A maximum; Monitoring interface: analog/digital DB15(P)
connector; Digital display: information displayed on monitor: LN level,
temperature, Alarms, Units, fill status, liquid level in 1.0mm or .1
inches, temperature in 0.1 degrees Celsius or Fahrenheit or Kelvin;
Numeric and special function keypad; Manual fill switch; Alarm relay
output for high temperature, low and high fill level, lid open, and
valve stuck alarms; Power: Input requirement: 24 VAC, 50/60 Hz, 2.4 amp
(max), transformer requirement: 120 VAC, 60Hz, 0.5 amp (FLA); Level
control: ON/OFF type, output -- 24 VDC, 1 A max.; Liquid Usage Digital

CONSTITUTES THE ONLY SOLITICTATION; PROPOSALS ARE BEING REQUESTED AND
A WRITTEN SOLICITATION WILL NOT BE ISSUED. The following provision(s)
apply to this acquisition: 52.212-1 Instructions to Offerors --
Commercial Items applies to this acquisition; 52.212-2, Evaluation --
Commercial Items; the evaluation criteria stated in paragraph (a) of
this provision are as follows: (1) technical capability of the proposed
system to meet the requirements stated herein, and (2) price. The
clause 52.212-4, Contract Terms & Conditions -- Commercial Items
applies to this acquisition. The following FAR Clauses are hereby added
to this clause: 52.211-16 (0% increase, 0% decrease, all items);
52.247-35 F.O.B. Destination; The clause at 52.212-5 -- Contract Terms
and Conditions Required to Implement Statutes or Executive Orders --
Commercial Items applies to this acquisition. The following clauses
listed in paragraph (b) of 52.212-5 apply to this acquisition: (7),
(9), (10), (11), (14), (16), and (23). OFFERORS SHALL INCLUDE A
COMPLETED COPY OF THE PROVISION AT 52.212-3, OFFERORS REPRESENTATIONS
AND CERTIFICATIONS -- COMMERCIAL ITEMS, WITH YOUR QUOTE. The best way
