plans to enter into sole source negotiations with Eagle Picher
Technologies, LLC (EPT), C And Porter Streets Joplin, Missouri
64801-0047. This research and development effort is to improve the
producibility of the previously developed reserve activated lithium
oxyhalide battery for the Theater High Altitude Area Defense (THAAD)
Missile. The battery has been produced and qualified to THAAD
operational environments with extensive testing to shock, vibration,
acceleration, and altitude environments as well as additional drop heat
activation, and short circuit safety tests. The goal of the effort is
to improve production rates of this battery developed by Picher
Technologies, LLC. Emphasis will be placed on cost reduction while
maintaining current performance of the existing THAAD battery. Picher
Technologies, LLC is the only known manufacturer of high current
lithium oxyhalide batteries suitable for missile application. It has
been determined that award to any other source would result in
substantial duplication of costs to the government that is not expected
to be recovered through competition. Authority: 10 U.S.C. 2304 (c)(1)
