NASA/GSFC plans to issue a Draft Request for Proposals (RFP) for
support to Code 912, the Mesoscale Atmospheric Processes Branch of the
Earth Sciences Directorate. This Draft RFP will be issued to solicit
industry comment on all aspects of the solicitation, such as the
definition of requirements (including comments or suggestions
concerning unnecessary or inefficient requirements), schedules,
proposal instructions, terms and conditions and evaluation approaches.
This procurement is a total small business set-aside. See Note 1. The
SIC Code is 8731 with a size standard of 500 employees. The Government
does not intend to acquire a commercial item using FAR Part 12. See
Note 26. The DPAS rating for this procurement is DO-C9. The resultant
contract will support Code 912, the Mesoscale Atmospheric Processes
Branch, and will provide performance-based support for its research and
development efforts. Key areas of investigation will include cloud and
precipitation systems from the scale of individual clouds and
thunderstorms through mesoscale convective systems and cyclonic storms
and their interaction with the environment. The impact of these
systems on regional and global climate will be assessed. The
understanding of the interaction of the atmosphere with the land and
ocean surface beneath it is of high priority. The development of
advanced remote sensing instrumentation (primarily lidar) and
techniques to measure meteorological parameters in the troposphere is
also an important focus. This procurement consolidates some
requirements from three Code 912 contracts NAS5-32952 (Science Systems
Applications Inc.); NAS5-31751 (Caelum Corp.) and NAS5-32527 (SESI).
The anticipated release date of Draft RFP5-61555-261 is on or about May
19, 2000. Interested parties will have two weeks in which to provide
comments. Comments on the Draft RFP are not mandatory. The use of
industry comments to structure the final RFP is at the discretion of
the Government. Any subsequent RFP will be synopsized prior to its
release. Pursuantto FAR 52.215-3, "Request for Information or
Solicitation for Planning Purposes (OCT 1997)", the Government does not
intend to award a contract on the basis of the Draft RFP, or to
otherwise pay for the information solicited. It is the offerors'
responsibility to monitor the aforementioned Internet site for the
release of the draft RFP and amendments (if any). Potential offerors
will be responsible for downloading their own copies of the draft
solicitation and amendments (if any). Any referenced notes can be

documents related to this procurement will be available over the
