Subsequently, a sources sought synopsis was issued on 4/11/00 to solicit responses from small businesses to address specific technical and analytical areas of concern to determine if there were an adequate number of small businesses to continue this action as a small business set-aside. Those responses have been received and reviewed and it has been determined that there are not an adequate number of small businesses available to continue this action as a small business set-aside action. This requirement is being amended to proceed as a full and open competitive action. The solicitation will be issued fifteen (15) days from the electronic posting of this notice (approximately 6/5/00), with SIC code 8748 applicable (size standard of $5M in average annual receipts over the last three years). EPA anticipates the award of a cost-plus-fixed-fee level of effort contract for a total of 90,000 labor hours consisting of a base requirement of 10,000 and four twelve-month options of 10,000 labor hours each. In addition, the contract allows for options to increase the quantity of hours for the base and four option periods by 8,000 labor hours in each period.
