301-480-3345 The National Institutes of Health intends to procure on a
sole source basis to Beilstein Information, 15 Inverness Way East,
Englewood, Colorado, 80112, for a subscription to the CrossFire
Beilstein System consisting of the Beilstein Database and the CrossFire
Software for searching the Database. The database will be resident on
a server located at the National Institutes of Health; the database
will then be accessed by twenty (20) computer terminals located
throughout the National Institutes of Health. The CrossFire interface
will reside on each of the twenty (20) terminals. The period of
performance shall be for one twelve (12) month period, with options to
renew for four (4) successive twelve (12) month periods. It is
believed that Beilstein Information is the sole source for this
requirement under the authority of FAR 6.302-1 (Only One Responsible
Source and No Other Supplies or Services will Satisfy Agency
Requirements) because of the following: The Beilstein Database is a
unique source. The Database is an organic chemistry database containing
structure, reaction, property, and bibliographic information in over
7.5 million substance records for over 10 million reactions. The data
covers the year 1979 to present, and NIH researchers who need organic
chemistry information have been successful with the database's unique
and dedicated coverage of the subject matter and CrossFire's flexible
structure and reaction searching, graphical user interface, and
hyperlinked output. Beilstein is the sole owner of the CrossFire
Beilstein System. No other company offers the CrossFire Beilstein
system or anything comparable. Beilstein Information developed the
CrossFire Beilstein system and has exclusive rights to it. Interested
parties may identify their interest and capability to respond to the
requirement or submit proposal. However, all proposals received within
15 days after publication of this synopsis will be considered by the
Government. A determination by the Government not to compete this
proposed contract based upon responses to this notice is solely within
the discretion of the Government. Information received will normally
be considered solely for the purpose of determining whether to conduct
