Management has a requirement for the Office on Women's Health (OWH) to
support the implementation of a comprehensive quantitative and
qualitative evaluation of all National Centers of Excellence in Women's
Health (CoE). The quantitative evaluation plan is designed to estimate
the level of quality of primary care in women's health provided by the
CoE sites. The survey will include patients from all CoE sites. A
secondary aim of the survey is to establish a cohort sample of CoE
patients who may be followed over time for the purpose of studying
patterns in health care, follow-up care, and trends in health care
services and delivery with the CoEs for future evaluation years. The
qualitative evaluation plan will support the implementation of the
protocol in order to accomplish a comprehensive qualitative evaluation
of all nationally designated CoEs. This effort will take the
collaboration of six (6) CoE Contractors. They are: University of
Michigan; Wake Forest University; Magee-Women's Hospital; Boston
University; University of California, San Francisco; and Tulane
University. In addition to the six (6) COE's, the University of South
Carolina Survey Research Center and Dr. Douglas Levine, Winston-Salem,
NC, will participate in the project. Each of the sources above will
contribute to the project by providing segments of information, data
analysis, and research that only each individual source can provide.
The Government intends to make eight (8) awards utilizing, FAR Part 13,
Simplified Acquisition Procedures. This proposed contract action is for
supplies or services for which the Government intends to solicit and
negotiate with the eight (8) sources above, under the authority of FAR
13.106-1(b). Interested persons may identify, in writing, their
interest and capability to respond to the requirement or submit
proposals. This notice of intent is not a request for competitive
proposals. However, all capability statements or proposals received
within 15 days after the date of publication of this synopsis will be
considered by the Government. A determination by the Government not to
compete the proposed purchase orders, based upon responses to this
notice, is solely within the discretion of the Government. Information
received will normally be considered solely for the purpose of
determining whether to conduct a competitive procurement. Any requests
for solicitation packages will be considered nonresponsive. All
