IS REVISED TO EXTEND THE TECHNICAL PROPOSAL SUBMITTAL DEADLINE TO JUNE
1, 2000 (060100). Original cbd Notice: Bechtel National, Inc. is the
Systems Contractor for the Aberdeen Chemical Agent Disposal Facility
Project located at the Aberdeen Proving Grounds, Edgewood, MD. We are
conducting a two-step procurement for a Single Subcontractor to provide
design, engineering, procurement, installation, testing, with a
scheduled Period of Performance of 02 October, 2000 through 01 March,
2002, and follow-on maintenance through October, 2004, of an integrated
Telecommunications System consisting of eight (8) sub-systems, for the
ABCDF Aberdeen Proving Ground Project as a turn-key package. The eight
(8) Telecommunications sub-systems consist of: 1) Closed Circuit
Television System (CCTV) consisting of approximately 114 pan/tilt/zoom
and 18 fixed cameras with all controls. 2) Support Radio System plus
Radio Fire Reporting System and Paging System consisting of base
stations with encryption in 14 buildings, 51 portable radios, and
interfacing with existing Aberdeen Proving Grounds (Army) radio
systems. 3) DPE (Demilitarization Protective Ensemble) Radio System for
Chemical Suited Working Personnel providing full coverage within all
working areas. 4) OSP System (Outside Plant System), the backbone
system, consisting of fiber optic and copper cable for voice, data,
LAN, and video. 5) Plant Security/Access Control System consisting of
approximately 64 card readers in 32 locations and interfaced with
control consoles. 6) PAGA System (Public Address and General Alarm
System) to provide multi-alarm tone notices to a minimum of 7 zones
with interface to main control consoles, telephone systems, and channel
paging. 7) Inner-Communication System consisting of hardwire system to
provide full duplex communication within the Facility work areas. 8)
Inside Plant System (Telephones) consisting of approximately 120
digital and 290 analog phones with voicemail, 3-way conferencing, etc.
(Note: Will interface with existing 600 line Lucent Definity Switch).
The first step in this procurement is to meet the technical
requirements which consist of: 1) Previous successful performance of
similar Projects of similar scope. 2) Must have qualified Engineers,
Designers, Installers, and Maintenance personnel either on staff or
specifically identified as sub-tier subcontractors and/or consultants.
3) Ability to provide Maryland PE stamp and other certifications
required for engineering, design, installation, testing, and
certifications. 4) Must have personnel on staff or readily available as
specifically identified sub-tier subcontractors and/or consultants with
experience in the following: Military Trunking Systems, Radio Paging,
Kingfisher Radio Fire Reporting, Emergency Radio Systems, DPE Radio
Systems, Closed Circuit Television in a Chemical Environment, Video and
Audio Recording, Building Modeling Programs for Camera and Radio
Equipment Placement, PAGA in a Chemical Environment, Lucent PBX,
Conduit Installation in a Chemical Area, Copper and Fiber-Optic
Cabling, LAN/WAN, DATA Networking, and Complete Facilities Maintenance
of all systems. If you have proven capability to provide the above
requirements, please submit your written reply, to include as a
minimum: 1) Complete company profile (include business size and/or
socio-economic status, i.e. Large, Small, Small Disadvantaged, Small
Woman-Owned, HUBZone; and a current audited financial report) and
contact information. 2) Written narrative describing how you meet each
of the identified requirements. 3) Resumes of key personnel, whether
employees or sub-tier subcontractors and/or consultants, that show
experience for each identified requirement. 4) A complete experience
listing with reference names and phone numbers. 5) Relate items 2-4
above to the individual plant systems. Your technical submittal will be
evaluated and scored to the following priorities, with a minimum
scoring of 80% required to be determined as Technically Acceptable and
Qualified to receive a formal Request for Commercial Proposal: 1) CCTV
System 25% 2) Support Radio System 15% 3) DPE Radio System 15% 4)
Outside Plant System 15% 5) Plant Security/Access Control System 10% 6)
PAGA System 10% 7) Inner-Communication System 5% 8) Inside Plant System
5% Your technical proposals must be submitted no later than May 25,
