synopsis/solicitation for commercial items, prepared in accordance with
the format in FAR subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number is NHLBI
-PS-2000-606, and is issued as a request for quotation (RFQ). The
solicitation/contract will include all applicable provisions and
clauses in effect through the Federal Acquisition Circular 97-17. The
Standard Industrial Classification (SIC) Code is 5087 and the Size
Standard is 500 employees used for this requirement. There are no small
business set-aside restrictions for this requirement. The National
Heart, Lung, and Blood Institute intends to reconfigure/upgrade a cage
and rack washer, model 6700, manufactured by Better Built. Required
specifications: Remove and replace control system for washer, provide
new controls to the microcomputer type insteadof electro mechanical;
provide operator interface panel with easy to use controls. This
operator control will duplicate the existing controls with cycle types.
Provide temperature interlock feature for the final rinse phase. Add
new high temperature heat exchanger to the incoming water line to boast
rinse solutions. Replaced pneumatic butterfly valves with more modern
valves. Renovate the self cleaning debris filter to allow easier access
by the operator. The machine's front facade shall be cleaned up and
made to be vermin proof. Replace door windows and re-gasket, as well as
replace the interior lamp with a more permanent outside fixture.
Provide standard warranty on all parts and equipment. Provide cost for
one year maintenance on equipment to include parts, labor, travel and
emergency calls to be purchase at a later date at the government's
discretions. The government's desired delivery schedule is six (6)
weeks after date of award to be delivered to the National Heart, Lung,
and Blood Institute, Bethesda, Maryland. The F.O.B. Point is
Destination. The provisions of FAR Clause 52.212-1, Instructions to
Offerors-Commercial Items, applies to this acquisition. The provisions
of FAR Clause 52.212-2, Evaluation -- Commercial Items is applicable
to this acquisition. The specific evaluation is compatibility to the
Government's required specifications. The quoter must submit
descriptive literature of the product quoted, and itemized price list.
The quoter must submit a proposal of how he intends to complete the
reconfiguration/upgrade. The Government intends to evaluate offers and
award a contract without discussions with Offerors. Therefore, the
initial offer should contain the offeror's best terms from a technical
and price standpoint. However the Government reserves the right to
conduct discussions if later determined by the Contracting Officer to
be necessary. The Government may reject any or all offers if such
action and waive informalities and minor irregularities in offers
received. Award will be made to the lowest priced, technically
acceptable offeror meeting the Government's requirements. The offeror
must include a completed copy of the provision of FAR Clause 52.212-3,
Offeror Representations and Certifications -- Commercial Items with
its offer. The provisions of FAR Clause 52.212-4, Contract Terms and
Conditions -- Commercial Items, applies to this acquisition. The FAR
Clause 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders -- Commercial Items -- Deviation For
Simplified Acquisitions, applies to this acquisition. The clauses are
available in full text at http://www.arnet.gov/far. Interested vendors
capable of furnishing the government with the items specified in this
synopsis should submit two (2) copies of a quotation to the below
address. The quotation must reference "Solicitation number"
NHLBI-PS-2000-606. The quotation is due June 05, 2000, at 8:30 a.m.
local prevailing time or fifteen (15) calendar days from the
publication date of this synopsis, whichever is later. All responsible
sources may submit a quotation, which if timely received, shall be
considered by the agency. Quotations must be submitted in writing to
the National Heart, Lung and Blood Institute, Contracts Operations
Branch, Procurement Section, 6701 Rockledge Drive, Bethesda, MD
20814-7902, Attention: Deborah Coulter. Fax quotations will only be
