NASA/SSC plans to issue a Request for Quotation (RFQ) for the procurement of services for Dynamic Fluids/Structural Interaction and Analyses and Dynamic and Vibration Flow Models of test stands at NASA/SSC E-Complex. The Contractor shall provide, at a minimum,technical advice in support of the activiation of these system. The models nad results of the analyses will be used for cost effective design and operations decisions in support of the various programs on these test stands; acquire knowledge and understanding of the facility configuration and testing conditions for the IPD test project at E1 Cell 3; develop a transient dynamic flow model to represent the run tank, facility piping, special test equipment piping fo rthe E1 Cell 3 facility systems; investigate the effects of various slew rates for the range of valve opening and closing time; verify and validate model results using data gathered through activation testing; and collect and review data required for modeling and test results analyses. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/SSC intends to purchase the services from Indyne, Incorporated, 18108 Point Lookout Drive, Suite B, Houston, Texas. The Justification for Non Competitive Procurement is included in the file. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 6, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
