The Acquisition Department of the Port Hueneme Division, Naval Surface Warfare Center, Port Hueneme, CA intends to award an Indefinite Delivery Type Contract (IDTC) for engineering, technical and logistics services to support in-service agency responsibilities of the Land Attack Team for TOMAHAWK/HARPOON Weapon Systems and MK-86 Gun Weapon System. Services will be required at land-based sites, aboard ships in U.S. and foreign ports, shipyards and at sea. The work will be performed on existing and developmental Baselines, Block Upgrades, or MK/MOD changes to TOMAHAWK/HARPOON and MK-86 Gun Weapon Systems and a variety of currently unidentified systems which will come into existence sometime during the life span of this contract. These unidentified systems will fall under the general heading of Land Attack Systems, Anti-Surface Warfare (ASUW)Systems, Strike Systems, and/or Naval Surface Fire Support Systems. A few of these requirements include plan, coordinate and conduct Land Attack portions of Combat System Ship Qualification Trials (CSSQT) programs, Integrated Combat System Exercises (ICSE) and Fleet exercises; programmatic services such as maintenance, asset management, technical documentation, and technical training for Land Attack systems, associated components and peripherals; analysis and documentation support of logistics planning, resource management, acquisition, certification implementation of life cycle planning, operational use, equipment deactivation, equipment disposal, post production support and execution of logistics planning documents; installation, test, check-out, maintenance repair and removal of weapon system elements and support equipment/components at asset staging areas, on board ships and at test/training sites; production for specific ORDALT Kits, maintenance of positive control and usage records for Installation/Check-out Kit, coordination of shipment, receipt and distribution of all system components, support/test equipment and technical manuals; provide secure facilities to maintain a dedicated storage area for all items provided as GFM. Award will be to a single contractor based on full and open competition, for a base year plus four one-year options. The estimated labor hours are 33,724 for each year. Anticipated release date for the solicitation is 16 June 2000. All responsible sources may submit a proposal which shall be considered. This activity no longer issues "hard copies" of solicitations.
