R -- PERSONAL SERVICES CONTRACT-PILOT INSTRUCTOR/ADVISOR IN BOGOTA. SOL PSC-00-13 (INL) DUE 061900 POC POC: Barbra Postell Fax: 202-776-8775 The American Embassy in Bogota, Narcotics Affairs Section has a requirement for an individual to provide Pilot Instructor/Advisory services in Colombia, Bogota. The purpose of this personal services contract is to act as the NAS pilot/instructor advisor to the CNP air service on the UH-60L helicopter. The incumbent shall: A. Incumbent will work closely with the UH-60L technical instructor/advisor, the aviation advisor, the general maintenance advisor and the logistics advisor. B. Assist in various projects needed to help NAS plan and excuite budget, training and other issues dealing with the Black Hawks. C. Incumbent will work with the CNP/ARAVI senior staff to creat a five-year training plan for pilots and co-pilots for the Black Hawks. He will develop a training program that ensures adherence to standardization and safety, allowing CNP black hawk pilots to do all emergency procedures for helicopters as per Fort Rocker training standards and to fly with instruments (IFR). D. Provide instruction in areas where he is capable and will advise the program officer on what specialized training is required to purchase through DOD schools in the U.S. E. Coordinate with CNP/ARAVI high command on all issues relatingto the Black Hawk Program, including availability of pilot's maintenance instructor/advisor on flight hours and advise the NAS and the CNP/ARAVI high command of the situation. F. Assist in the end-use monitoring of international narcotics control program assets and commodities provided by the USG. G. Report on a regular basis to the program officer and provide a monthly of work activities to the NAS through his supervisor. Performs othe miscellaneous program related duties as necessary. The incumbent must be a U.S. citizen, demonstrate the ability to communicate effectively in Spanish (S-3 R-3 Level), college degree, UH-6-L bilingual instructor pilot qualifications, previous U.S. military experience and able to obtain a State Department security clearance. Applicants who meet the qualifications requirements will be further evaluated to determine the extent to which their qualifications indicate that they possess the knowledge, skills, abilities and other characteristics described below: Factor 1: Proficiency in operating systems for FLIR, rescue, hoist, weather radar, night vision goggles, and fast rope insertion and extraction. Factor 2: Ability to perform assigned duties with minimum supervision and take initiative and use good judgement in handling black hawk program issues at all times. Factor 3: Experience as a standardizaton and operations officer. Factor 4: Knowledge of USG military flight rules and regulations.
