The Department of State, Bureau of International Narcotics and Law
Enforcement Affairs, Office of Aviation, Bogota, Colombia has
requirement for an individual to provide Aviation Advisory services.
The purpose of this personal services contract is to assist the Senior
Aviation Advisor in managing the operational direction/guidance to and
oversight/evaluation of the aviation support contractor and of CNP
aviation operations activities. The incumbent shall: A. Perform
oversight and evaluation of contractor operations, which includes but
not limited to reviewing and recommending approval of waivers published
directives, authorizing use of Office of Aviation aircraft, reviewing
contractor flight operations procedures, and monitoring contractor
flight proficiency. B. Assist the Senior Aviation coordinator in
directing and coordinating aircraft and personnel deployments within
Colombia for the purpose of destroying coca and poppy crops through
aerial eradication, intercepting illegal drug shipments through aerial
interdiction, and provide CNP counter-narcotics aviation training and
support for the institutionalization program. C. Develop, coordinate,
organize, and implement conprehensive operational systems and
procedures for the Office of Aviation/CNP. These operational systems
and procedures include but not limited to the Department of State
Aircrew Training Program, Department of State Aviation Operations
Directives, Department of State Guide to Aviation Training and
Standardization, Department of State Aircrew Training Manuals, Office
of Aviation Standard Operating Procedures for Counter-narcotics
operations in Colombia, and Deployment Operations procedures in support
of CNP operations throughout Colombia. D. Develop operational tactics
and new training procedures (through the contractor and the Office of
Aviation training/standardization staff) for the purpose of enhancing
aerial eradication and aerial interdiction operations. E. Provide
operational direction and guidance to the contractor and CNP
aviationoperations activities and personnel for the purpose of
destroying coca and poppy and interdicting the flow of the finished
narcotic products into the United States. F. Provide direction and
oversight for contractor and CNP aviation training and standardization.
Implement DOS INL Office of Aviation flight regulations, aviation
training and standardization, and aircrew training programs. Provide
oversight of the Rotary Wing aviation standardization program. G.
Collect, review and disseminate data on aviation tactics, techniques,
and employment in support of the counter-narcotics mission of the
Office of Aviation. H. Coordinate for facilities support through NAS
and or CNP for contractor operations. I. Assist the Senior Aviation
Coordinator in coordinating for logistical support for aviation
operations, to include POL and fuel. The incumbent must be a U.S.
citizen, have basic knowledge of Aviation Aircrew Training and
Standardization Programs, to include operating directives, training and
standardization publications, aircrew training manuals, and related
documents. Basic knowledge of U.S. Federal Aviation Administration
regulations, including but not limited to FAR part I,
61,67,91,135,137,141,143, and 830. Basic knowledge of tactical
employment of fixed and rotary wing aircraft in a counter-narcotics
operation, including capabilities, limitations and techniques of
employment aurcraft used by the Office of Aviation. Experience as an
aircraft operations office/manager in a military or civil organization
involved in training and standardization of rotary wing pilots, the
tactical employment of aircraft in a high threat environment, and the
deployment of aircraft to OCONUS locations is desireable. Broad
knowledge of and experience in the formulation of plans and policies
pertaining to operations and unit level flight training activities.
Should have a basic knowledge of command communications, government
intelligence procedures, and Department of Stae flight operations
procedures. Knowledge of Spanish language is required. Knowledge of and
skill and operation of desk top computer based word processing systems.
Applicants who meet the qualification requirements will be further
evaluated to determine the extent to which their qualifications
indicate that they possess the knowledge, skills, abilities and other
characteristics described below: Factor 1: Offeror's ability to
develop, coordinate, organize, implement, and oversee a comprehensive
procedures for the Departmentof State. Factor 2: Offeror's ability to
assist the Senior Aviation Advisor in directing and coordinating
aircraft and personnel deployments within Colombia for the purpose of
destroying coca and poppy crops through aerial eradication,
intercepting illegal drug shipments through aerial interdiction and
provide CNP counter-narcotics aviation training and support for the
institutionalization program. Factor 3: Offeror's ability to develop
operational tactics and new training procedures for the purpose of
enhancing aerial eradication and aerial interdiction operations. Factor
4: Offeror's ability to provide operational direction and guidance to
the contractor and Colombian National Police Aviation operations
activities and personnel for the purpose of destroying coca and poppy,
and interdicting the flow of finished narcotic products into the
United States. Factor 5: Offeror's ability to: a. Provide direction and
oversight for contractor and CNP aviation training and standardization.
b. Implement DOS INL Office of Aviation flight regulations, aviation
training and standardization,and aircrew training programs. C.
Coordinate for facilities support through the Narcotics Affairs Section
and the CNP for contractor operations. Along with the SF-171 or OF-612,
applicants shall provide CV and three written references including
