Directorate of Contracting, Ft. Huachuca, Arizona (the Fort) is in the
process of issuing a Test/Demonstration Agreement (the Agreement) to
a firm that is interested in installing wind turbines on the Fort, to
include attendant transmission lines, for the purpose of selling power
to the Fort on a long term power purchase agreement. The Agreement
will allow this company to conduct a no cost to the Government
feasibility study through the placement of various wind monitoring
towers throughout the Fort to measure wind velocity and/or direction.
Other firms that are interested in participating in installing wind
turbines on Ft. Huachuca with the power being sold to the Fort on a
long term power purchase agreement must also obtain their own wind
velocity and direction data at no cost to the Government. All
interested parties have the option of availing themselves of the
metrology data that the Fort already has on hand for temperature,
barometric pressure and relative humidity, or they are more than
welcome to duplicate the effort by collecting their own. Since the data
gathering phase will take anywhere from 3 to 12 months to accomplish it
will be necessary for all interested parties to commence with the data
gathering at the same time. To this end it is hoped that all
interested parties will come to some cost sharing arrangement with each
other to simplify the data-gathering phase and reduce the overall cost
of obtaining this data for the prospective offerors. Prospective
participants are advised that the Fort will only consider entering into
a long term power purchase agreement if the life cycle cost of power is
lower than the current average of $67.60 per Megawatt-hour, which
includes all taxes and regulatory assessments. It is requested that all
interested parties furnish the contract specialist with their notice of
intent to participate in the wind velocity and direction gathering data
collection effort, via e-mail, not later than 4:00 p.m. (MST) on 19
June 2000. Please note that Arizona does not participate in Daylight
Savings Time. It is the Government's intent to proceed with this entire
project on a non-competitive basis in the event that no other
interested parties are identified as a result of this Notice. The
cut-off date of 19 June 2000 is necessary because of the time required
to complete a data-gathering phase, which the Government considers
crucial to the submission of a competitive proposal. Please bear in
mind that all data gathered belongs to the firm(s) conducting the
data-gathering phase since they are assuming all costs associated with
the data gathering phase. The Government is not participating in the
data gathering phase except to enter into the no-cost Agreement and to
approve or disapprove any sites proposed as future wind turbine
locations, which will also serve as the data gathering sites. Posted
