Heavy Drop Rigging Facility. The facility includes rigging lanes with
gravity conveyor rollers, bridge cranes, administrative offices,
supply and storage areas, loading docks with load levelers, defuel
station with waste oil storage tank, fire sprinkler system, and crane
scales. The supporting facilities include utilities, fencing, concrete
hardstand, and site improvements. The project will be procured using
a Low Price Technically Acceptable Request for Proposals (RFP) in
accordance with FAR Part 15.102. Proposals will be evaluated against
the criteria on a Go (acceptable)/No-Go (non-acceptable) basis. Each
factor and sub-factor shall be rated either Go or No-Go. All factors
and sub-factors are of equal weight. The factors identified as Go/No-Go
have been chosen to screen out high-risk proposals. High risk proposals
will be those who have not demonstrated ability to perform within very
constricted time frames and funding limitations on similar projects.
The factors are(1) Experience, (2) Past Performance, (3) Effectiveness
of Management, (4) Compliance with Safety Standards. Sub-factors are
contained only under factor (2) Past Performance. The sub-factors for
(2) Past Performance are (A) Timeliness of Past Performance and (B)
Quality of Past Performance. The SIC Code is 1542. Estimated cost range
of project is over $10 million. Network Analysis System will be
required. THIS SOLICITATION IS ISSUED ON AN UNRESTRICTED BASIS PURSUANT
TO THE "BUSINESS OPPORTUNITY DEVELOPMENT REFORM ACT OF 1988" (PUBLIC
LAW 100-656). Paper copies of this solicitation will not be available.
This solicitation will be issued in electronic format only and will
also be available on or about June 16, 2000 on the internet at:
http://www.sas.usace.army.mil/ebs/. Amendments to this solicitation
will be posted on the internet at the above address unless the total
amended compressed files are greater than 5 MBYTES in which case a new
CD ROM disk will be issued. For amendments that are only posted on the
Internet, SF30, amendment of solicitation/modification of contract, and
a list of revised specifications and drawings will be mailed to each
bidder. All requests for solicitation must be made in writing and
received no later than June 7, 2000. Plans and specifications are
available Monday through Friday, 8:30 A.M. to 5 P.M., 100 West
Oglethorpe Avenue, Savannah, Georgia 31401-3640. Requests must indicate
