grading, drainage and asphaltic surfacing on 16.33 kilometers (largest
schedule) of roadway for Rainbow Point Rim Road, Bryce Canyon National
Park, Garfield County, Utah. Estimated price range is between $8 and
$12 million. The major work items include: lump sum contractor testing;
39,000 m3 watering for dust control; 42.5 ha clearing and grubbing; 131
m3 roadway excavation; 18,500 m3 subexcavation; 790 m2 MSE wall (welded
wire face); 260 m2 MSE wall (modular block face); 120,000 metric tons
aggregate base; 1,000 metric tons magnesium chloride; 4,300 metric tons
roadway aggregate; 2,700 metric tons asphalt cement; 45,200 metric tons
superpave asphalt concrete pavement; 310 metric tons prime coat; 1220
m pipe culvert (various); 1,400 m Portland cement concrete curb; 3,250
m Portland cement concrete curb and gutter; 1,500 m2 colored Portland
cement concrete sidewalk; 440 m guardrail system; 16,000 hr Flagger;
2,300 hr Pilot car; pavement markings plus miscellaneous
surveying,staking, earthwork, fencing, seeding and traffic control.

Department of Transportation (DOT) Office of Small and Disadvantaged
Business Utilization (OSDBU), has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontractor at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
