is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Federal Acquisition Regulation (FAR)
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. This requirement is for a ready-for-operation remote video
surveillance system with a dedicated wireless broadband LAN system. The
contractor shall design, install, and align all components and
equipment which are part of this system. This system is to be installed
in southern Florida. A specific site will be named at time of award.
Installation should be complete within 45 days after award date.
Delivery is to be FOB destination. This requirement is set aside for
small businesses. The standard industrial classification code (SIC) is
3861 and the small business standard is 500 employees. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-16. This solicitation
is issued as a request for proposal (RFP). The proposal must include a
commercial warranty that has, at the least, the same warranty terms,
including offers of extended warranties, offered to the general public
in customary commercial practice. The following FAR clauses and
provisions apply: 52.212-1, Instructions to Offerors-Commercial;
52.212-2, Evaluation-Commercial Items; 52.212-3, Offeror
Representations and Certifications-Commercial Items; and 52.212.4,
Contract Terms and Conditions Required to Implement Statutes of
Executive Orders. Proposals will be evaluated on price, technical
capability of the item offered to meet the government requirement, and
past performance. All evaluation factors will have equal weight. A
Statement of Work will be furnished to all interested parties. All
offerors must submit a completed copy of FAR 52.212-3, Offeror
Representations and certifications-Commercial Items with their
proposal. Proposals are due no late than Wednesday, June 7, 2000, at
4:30 p.m., local time. Proposals are to be sent to U.S. Customs
