This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). (1 EACH) * VIDEOSCOPE, MODEL IV5C6-15, ITEM #1276, PORTABLE SYSTEM FRAM #18, ITEM -SFA6, (ITEM NUMBERS ARE OLYMPUS AMERICAN OR EQUAL) PER THE FOLLOWING SPECIFICATIONS: Specifications 1.) IV5C6-15 Videoscope 7 Diameter 5.1mm; Working length 58.5". 7 Color CCD provides brilliant high-resolution color image. 7 Real time full screen image -- provides a large easy to see picture with no image lag when viewing while moving scope 7 enhance image, digitally enhance available light, perform measurements, freeze images, store images on hard drive or on floppy in multiple formats -- import and 5 button control pad on handle- this allows the user to zoom, pan, control brightness, export images -- all from the scope body without the need of 2nd person to assist in the inspection. 7 Built in microphone on handle -- allows the user to leave a 20 second audio annotation with each saved image for archiving and management. 7 Two-way Cable Guided Articulation -- 150-degree tactile articulation uses no servos or clutches which pose the potential of malfunction and breakage potentially causing downtime. Cable-guided system is very accurate, allowing for small, precise movements at the distal end. Mechanical friction breaks provides the ability to freeze the scope end to maintain the desired position. No "Over-steer" is suffered during the inspection. Articulation system gives superior "Tactile Feel" feedback to the inspector, allowing the user to truly know the limitations of a particular maneuver within the confines of the inspected piece. This will reduce the possibility of a scope being "forced" without the inspector's knowledge, therefore reducing the risk of damaging the scope. 7 4 Layer Construction -- tungsten steel outer braid, neoprene, stainless and rolled steel are layered for maximum protection to insure less potential for damage and downtime. 7 Torsion Rigidity -- allows the user to freely turn the scope handle to rotate the tip of scope without twisting it at the base. This allows for less cumbersome inspections and greater control. 7 Tapered Flex -- 30mm bending radius at the end of scope with gradual stiffness towards the control body. This allows for flexibility around tight corners but also resistance to push the scope into longer, tighter areas. 7 Adaptable tips -- offering direct view with 120 degree field of view, and side view with 80 degree field of view 7 Recessed lens -- provides superior lens protection against scratches and damage. 7 Double Lock Threaded Tips -- Safety mechanism designed so tips cannot easily disengage, ensuring they will not come off inside equipmentbeing inspected. 7 Working Tools -- all scopes are adaptable to multiple snares, jaws, magnets, forceps and baskets for retrieval of objects and debris in parts or machinery. 7 Scope Mount Monitor -- can be easily connected to scope for one handed operation as well as to the system for multiple person viewing 7 Higher Temperature -- Olympus Videoscopes are rated at 180 degrees F, continuous working temperature. 2. Portable System Frame 7 Small, light-weight table top unit measures 7"x 11" x 7.5" with a total weight of 12 lbs. 7 The unit comes with a carrying bag that also holds the scope and tips. This allows the user to easily carry and handle the unit in confined spaces, reducing the potential for damage that can occur with larger more cumbersome equipment 7 Modular Design allows this system many options for light sources, camera control units and functionality, choice of monitors, digital storage devices and measuring devices. This modular design allows easy upgrades to new individual pieces of equipment, or, for loaners if an item needs repair without changing the entire system. 7 All is integrated in to one plug and play package with no set up connections required. No need for an external storage device that can lead to excessive cables and wiring in the work area. 3. IV6A-CCU 7 A full feature camera control unit that offers simple, one-handed operation from the controls on the body of the scope. 7 Brightness Control -- with a seven setting on scope control the user can adjust the average screen brightness from the control body of the scope to bring out detail in an obscured area, or to reduce hot spots and glare to better view the underlying indication without loosing image quality and without stooping to change the light manually. 7 Digital Pan -- this feature allows the digital centering of an object without moving the end of the scope, therefore allowing inspectors to see more in a smaller area. 7 Digital Pan -- this feature allows the digital centering of an object without moving the end of the scope, therefore allowing inspectors to see more in a smaller area. 7 Live Enhance -- live images can be digitally enhanced and contrast sharpened to bring out the detail within the image. 7 Live Zoom -- this feature allows the scope to zoom in up to 3X magnification and "reach" areas normally too far from the scope to see in usable detail. This feature will also enlarge objects normally too small to see clearly. This enables inspections to be performed at a greater distance from the object allowing the user to accomplish difficult inspections more accurately, and more rapidly. 7 Exposure Integration -- This allows the scope to be used in dark areas where other videoscopes cannot provide enough light, or the image is too dark. The camera chip allows absorption of available light by adjusting the sampling rate from 17 ms, all the way up to 10 full seconds, thereby providing vision and detailed image where other videoscopes cannot. 7 Freeze and Field mode -- freeze allows images to be frozen on screen full-size with the touch of a button on the scope. Field mode that can be switched on to eliminate image shake if an image was frozen with slight movement or blur. 7 White Balance and Color Bars -- this feature allows you to preset perfect white and adjust colors to achieve the most vivid images possible. 4. DSM2 (Digital Store and Measure) 7 A digital storage and measuring device. Incorporates state of the art embedded PC technology and uses a surface mount ball grid array to achieve the smallest package size possible. 7 Provides image freeze, store, import, export, audio annotation, audio playback via internal speaker, multiple image formats -- JPEG -- IW2. 7 Accepts Flashpath technology and smart media for storage of 200 images on single device 7 Built in linear scalar measuring system 7 Video Input -- NTSC and S-VIDEO 7 Video Output -- NTSC and S-VIDEO 7 Audio In/Out jacks -- 1/8" mini-plugs 5. OVD3 MONITOR 7 High resolution 6.4" LCD Thin Film Transistor which can be mounted directly on the scope and on a telescoping arm built into the system 6. IMAGE MANAGEMENT SOFTWARE 7 Available and allows images to be archived in a logical fashion with day, date and with audio annotation if it is attached. Easily reviewed in "Thumbnail" form, images can be prepared for E-mail and Stereo Images can be re-measured. The provisions and clauses in the RFQ are those in effect through FAC 97-6 The SIC code and the small business size standard for this procurement are 3663 and 500 respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency.
