synopsis/solicitation for commercial items prepared in accordance wit
the format in Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. (ii) Solicitation number COW-0-R-0033 is issued as
a request for proposal (RFP). (iii) The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-15. (iv) INS is soliciting on an unrestricted
basis. All responsible sources may submit a proposal. (v) The contract
will be a fixed-price indefinite delivery, indefinite quantity (IDIQ)
contract for the following items: Item 0001 Base Year, Pre-Production
Stickers, (quantity 200 each $___unit price, extended price $___).
Item 0002AA Serialized Stickers, (minimum quantity 50,000 each $___
unit price, extended price $___) Item 0002AB Serialized Stickers,
(quantity 500,000 each $____unit price, extended price $____). Item
0003 Data (not separately priced). Item 1001AA Option Year One
Serialized Stickers, (quantity 50,000 -- 150,000 x $___unit price,
extended price $____) Item 1001AB (quantity 150,001 -300,000 x $___unit
price, extended price $____). Item 1002 Data (not separately priced).
Items for Option Year Two, Option Year Three and Option Year Four will
be the same as Items 1001 and 1002. This contract will consist of one
base period of 1 year from date of award with 4 options to extend for
4 additional 1-year periods. The total duration of the contract will
not exceed 60 months. The minimum order quantity is 50,000 stickers.
The cumulative estimated maximum quantity will be 1,750,200 stickers.
Proposal Pricing: The Government will evaluate offers for award
purposes by adding the total price for the base plus option years.
Discounts for volume quantities should be noted. (vi)
Description/Statement of Work: A.1 BACKGROUND -- The Immigration and
Naturalization Service (INS) introduced a ten-year validity period for
Permanent Resident Cards (PRC) bearing a specific expiration date in
1989. The INS is undertaking the task of renewing these cards. The Form
I-551, Permanent Resident Card provides the permanent resident
documentation and evidence of lawful permanent resident (LPR) status.
LPRs are authorized employment and are free to travel outside the U.S.
Consequently, the INS is obligated to issue evidence of their status.
LPRs are required to carry the evidence of status. Applications are
processed, adjudicated and recorded on data files, which are delivered
to the Integrated Card Production System (ICPS) where a card is
manufactured and mailed to the applicant. The entire process may take
up to six months. A sticker is attached to the old card and data
punched to extend the applicants benefits. A.2 OBJECTIVE -- The INS
requires the contractor to supply secure and serialized extension
stickers for use with the Form I-551 (PRC) for expired cards and before
a card replacement is received. Performance will commence upon contract
award. B.1 -- DESIGN AND FORMAT OF THE STICKER: A sample copy of the
sticker will be supplied upon faxed request to the contracting officer.
The stickers shall be one inch high by three inches wide and shall be
printed using a secure, optically variable device (OVD). The sticker
shall be tamper evident and durable enough to withstand hole punching.
The stickers shall be made to be destroyed by the removal from the
cards, once applied. Destruction may be in the form of ripping, tearing
or not capable of being reapplied. Each sticker will be hole punched in
the month of expiration with a 1/8-inch hole in order to designate the
expiration date. Application of the hole punch should not damage the
sticker or make it unusable. The type of adhesive used should assist in
creating a tamper-resistant sticker so those attempts at removing and
reapplying the sticker to another card will be apparent and not
possible. The stated year will be provided to the contractor prior to
production of the stickers.B.2 -- SECURITY/TECNOLOGY REQUIREMENTS: The
sticker shall include two security features imbedded in the printed
text. The COTR, upon award of the contract shall supply the security
features under separate cover to the contractor. The INS reserves the
right to change the security features. The serialized number on the
card shall be ten digits in length and shall be unique for each sticker
manufactured. The COTR shall provide the sticker sequence numbers to
the contractor. B.3 -- TRACKING and DISTRIBUTION SYSTEM: The contractor
shall develop, implement and maintain a system for tracking the
manufacture and distribution of the stickers. The system shall be
secured to provide accurate tracking of the quantity and serial numbers
of the stickers manufactured during the term of the contract. The
contractor shall deliver to the COTR a report containing the
distribution listing by sticker number range, receipt delivery point,
delivery date, and the name of recipient of stickers.The contractor
shall distribute the manufactured stickers to the locations designated
by the COTR. As the stickers are ordered, a list of district offices,
points of contact, addresses and quantity will be provided under
separate cover to the contractor. B.4 PACKAGING AND MAILING OF
STICKERS: The contractor shall ship the stickers to the destination via
U.S. Postal Service Registered Mail or, through a U.S. owned and
operated commercial delivery service that provides automated in-transit
tracking from point of pick-up to final delivery and ensures package
integrity during transit. Packages will be double packed to withstand
any destruction during the shipping process and secured with reinforced
tape covering all seams to prevent inadvertent opening and to provide
evidence of tampering. There will be no exterior markings on the
package, such as form or serial numbers that identify the contents.
Return receipts are required for each shipment that will provide date
shipped, recipient and location. If within tenworking days from date of
shipment, a return receipt is not returned from the intended recipient
to the contractor confirming receipt of the shipment, the contractor
will telephonically contact the intended recipient to confirm receipt.
If the intended recipient has not received the shipment, the
contractor shall notify the shipper to trace the shipment and the INS
COTR of the missing shipment and serial numbers. B.5 STORAGE AND
SAFEGUARDING: The contractor shall certify: (1) The product and any
associated plates, dies, etc. become property of the government and
will be stored in areas or containers that are secured by locks keyed
or with combinations different from the facility's perimeter or
exterior locks. Keys and combinations to these areas or containers are
to be provided only to those employees directly assigned to the
contract. (2) In the event that plates or dies are lost or damaged, the
contractor shall incur the costs for redesign and production of
replacements. The Government reserves the right to inspect the facility
including the production and secure storage areas at any time, without
notice, during the life of the contract. C. DELIVERABLES: C.1.1 --
Delivery Reports: The Delivery Report shall detail the quantity and
serial numbers of stickers shipped to each location for the reporting
period. The report shall include and account for all voided/destroyed
stickers in the sequence. C.1.2. -- Tracer Report: The contractor shall
detail efforts of recovery and status of each tracer action in a report
provided with the Delivery Reports. C.2 Printing Templates: All
Printing Templates used in the manufacturing of the stickers shall be
returned to the Government at the conclusion of the contract. Delivery
of the printing templates shall be made FOB Destination to the
following address: Immigration and Naturalization Service; Attn: Len
Gradowski; 801 I Street, NW, Suite 1000; Washington D.C (vii) Item 0001
shall be delivered within 60 days of contract award. Shipment of the
Sample Lot units shall be made FOB Destination to the following
address: Immigration and Naturalization Service; Attn: Len Gradowski;
801 I Street, NW, Suite 1000; Washington D.C. 20536. Item 0002AA
quantity of 50,000 stickers shall be delivered within 60 days of
Government acceptance of Item 0001. Delivery of the number of units and
address(es) shall be provided under separate cover by the COTR. All
units shall be delivered FOB Destination. Item 0002AB units, if
ordered, shall be shipped 30 days after delivery of 0002AA. Delivery of
the number of units and address(es) shall be provided under separate
cover by the COTR. All units shall be delivered FOB Destination. Item
0003 The contractor shall provide a Delivery Report due by the tenth of
the month following delivery shipment and continue on monthly basis
with the shipment of stickers. The Tracer Report shall be provided with
the Delivery Report as required on a monthly basis. Option Year: The
government may exercise its unilateral right to exercise the option and
from time to time order quantities within the option period. Subsequent
deliveries of any quantities shall continue to be made at a monthly
rate not to exceed 500,000 stickers per month, commencing 30 days from
receipt of order (viii) FAR 52.212-1, "Instructions to
Offerors-Commercial Items", is incorporated by reference, Addendum
paragraph (d) Product Samples- delete in its entirety; paragraph (h)
Multiple Awards -- delete in its entirety & substitute "Award. The
Government plans to award a single contract resulting from this
solicitation.". The contractor's proposal must include two parts;
technical with past performance information (to include a minimum of
two references and the total number of stickers or similar item
provided) and pricing. Failure to provide all of the information
requested may render the Contractor technically unacceptable and,
therefore, ineligible for award. (ix) FAR 212-2, "Evaluation-Commercial
Items", is incorporated by reference,. The following factors shall be
used to evaluate offers: Technical scoring will be compiled from
compliance with: Quality of Product, Security and internal control of
holograms and sticker material, Timeliness of Performance and
Commitment to customer satisfaction. The Serialized Stickers source
selection evaluation will be based on best value principles and award
will be made to the offeror whose proposal represents the greatest
overall value to the Government, cost and other factors considered.
Technical and Past Performance when combined are significantly more
important than price. Questions regarding this solicitation will be
