developing of high-fidelity precision data in support of the Defense
Threat Reduction Agency, the Hard Target Defeat Program, and Structural
Response & Mitigation Technology Program. The high-fidelity precision
data will be used to develop and validate high-fidelity physics based
computer models and to develop and validate fast-running
lethality/vulnerability models that will be used in weaponeering,
design, and analysis tools. The development of fast-running planning
and assessment tools has increased the need for full-scale data far
beyond available resources. One obvious lower cost alternative to
testing is to use high-fidelity simulations to generate surrogate test
data. However, regardless of how reliable these simulations may become
high-fidelity small-scale precision test data is essential in order to
validate the data derived from the models. The other obvious
alternative to full-scale testing is subscale laboratory scale testing
to populate the parameter space beyond that which could be obtained
with full-scale testing. This work will include developing high
fidelity instrumentation to obtain physical quantities, such as stress,
strain, temperature, etc. and performing well instrumented sub-scale
laboratory tests to obtain data on weapon/target interactions, target
response, and possible retrofits. No hard copy of this RFP will be
provided and no additional notices will appear. This solicitation and
questions and answers will be responded to via e-mail. The solicitation
is expected to result in a single award of a cost type contract. The
contractor will require a DoD security clearance of Secret. The
anticipated level of effort is approximately 9.0 man-years with a 41
