This announcement supercedes Commerce Business Daily announcement
entitled "Enterprise Web Architecture", dated April 21, 2000. PROGRAM
RESEARCH AND DEVELOPMENT ANNOUNCEMENT (PRDA # ESC/GAK-001) entitled, "
AMC Unit-Level C2 Modernization Study". The USAF Air Mobility Command
(AMC) requires an analytical study of its current unit level command
and control (C2) automation system. Study results may form the basis of
a system modernization effort that will replace the existing AMC
Command and Control Information Processing System (C2IPS). The study
will be a comprehensive examination and analysis of the operational
functions and the technical implementation of the current unit-level
system. Functional analysis will include identifying opportunity for
streamlining or simplifying user interaction with the system; potential
for elimination or consolidation of system functions; and, the
application of more intuitive display designs and off-the-shelf
software objects to enhance the efficiency of the interface. Technical
analysis will encompass the overall system architecture; distribution
of the unit-level database(s); data exchange methods; and, appropriate
client access technology considering the available network and
communications infrastructure. Required study results are system
modernization recommendations; a top level plan and time line for
implementing recommended improvements while maintaining system support;
and a cost estimate for required activities. Objectives of the study
are: a. The study is to analyze the functionality and technical
implementation of the current AMC C2IPS unit-level C2 system, and
recommend improvements to the AMC unit-level capability by
re-engineering the supporting information system. Analysis shall
address and include the following areas: Functional Analysis of the AMC
Unit C2 functions, and how they are supported by the current system.
AMC unit C2 functions are identified by AMC/SCT Mission Functions and
Function Point Analysis, and by AMC/DOO Job Performance Requirements
Listings (JPRL). AMC/SCPC will provide a detailed demonstration of the
current C2IPS unit-level system. Technical Analysis to determine the
integrated hardware/software solution that best supports unit C2
functions. This encompasses the system architecture, the database
implementation and the client access technology. Application software
characteristics shall include opportunities for consolidation and
streamlining. b. The contractor will develop and submit a plan for
implementing the recommended functional changes and technical
architecture resulting from the analysis, to develop a new AMC
unit-level C2 system. The plan shall include a work breakdown
structure, a projected timeline, and projected program cost. A
rough-order-of- magnitude (ROM) estimate of costs is adequate. Further
background information and analytical study requirements are provided
in the associated White Paper, "Modernization of the USAF Air Mobility
Command (AMC) Unit Level Command and Control System.
HERBB.hanscom.af.mil. The government desires to award multiple study
contracts for a 60-calendar day period of performance. Study results
will be evaluated by the government, however, selection for the study
does not obligate the government for follow-on implementation efforts.
Contractors desiring to do business with the Air Force must be
registered in DoD's Central Contracting Reporting System(CCR).
ccr.dlsc.dla.mil Contractor Selection Criteria Proposals will be
evaluated based on the following criteria: 1) Overall technical merits,
methodology, and innovation in addressing the analytical requirements
of the study 2) Identification of new technology or unique ideas to be
investigated which may enhance shortfalls of the existing system 3)
Operational and functional considerations 4) The contractor's past
performance, capabilities, related experience, and techniques, that are
critical to achieving the proposed objectives 5) Cost/price
reasonableness of performing and completing the study 6) No further
evaluation criteria will be used in selecting proposals. Subject to the
availability of funds, the Government reserves the right to select for
award any, all, part, or none of the proposals received.
Implementation Plan -- Study results will include an Implementation
Plan that documents the recommended solution resulting from the
analysis. The Implementation Plan will include: ? A system-level design
that describes the system architecture proposed to best meet functional
and technical/performance requirements. Include graphical methodology
representation of process flow, and supporting logical data model; ?
The results of the Functional and Technical Requirements Analysis to
define how and in what order requirements can be met. (Implementation
spirals may be appropriate for inclusion); ? A development timeline to
implement the system needed to meet the unit-level C2 requirements; ?
An approach to transitioning from the current AMC C2IPS while
maintaining C2 support; ? The methodology to implement the proposed
system to a DII COE level 5 compliant common module; ? An
implementation risk assessment addressing technical, performance, cost
and schedule risks; and, ? A ROM cost estimate for the implementation.
Government Evaluation of Analytical Studies The government will
evaluate the modernization study results according to the following
criteria: 1) The overall technical merits, methodology, innovation, and
reasonableness of the recommendations including: ? Integrated hardware
and software solution ? Database design approach and node/architecture
structure ? Client options being considered ? Design approach to
operate on the existing communications infrastructure to include base
firewalls and bandwidth constraints ? Design approach that supports
redundancy and allows the user access to primary and backup data
sources with minimal user downtime ? Methodology and implementation
plan to meet DII COE compliance (minimum level 5) ? Methodology and
implementation plan to comply with the AMC Logical Data Model (LDM) ?
Proof that the recommended system design will meet maximum load
performance requirements ? Design approach and methodology for
automatic display refresh ? Design approach and data exchange method
recommended to meet existing C2 interface requirements including GDSS,
GO81/IMDS, TMDS, GATES, and TBMCS ? Design approach and data exchange
method recommended to meet ULPS integration requirements ? Design
approach and methodology for meeting system high requirements for
interfacing to classified systems ? Design approach and methodology for
meeting remote access requirements ? Design approach for incorporating
PKI ? Ability of the approach to meet AMC/SCT architectural guidelines
2) New technology or unique ideas that enhance shortfalls of the
existing system ? Functional streamlining. Significant improvements and
user simplification of completing functional threads versus the
existing system ? Analysis of web and non-web technologies ? New unique
and innovative ideas ? Web client configurability and tailorability to
provide scalable capability to all functional classes of users given
the environmental constraints imposed at AMC locations world wide ?
Impact and risk of migrating the architecture to NT servers and Windows
2000 clients 3) Operational and functional considerations ? Ability to
meet all functional requirements of the existing AMC unit C2 mission
? Concept and approach for meeting deployability requirements ? Concept
and approach for meeting system administration, account management,
remote management, and software distribution requirements ? Concept for
transitioning from the existing AMC unit C2 system DELIVERABLE WILL
INCLUDE: Implementation plan as described in the Modernization of the
USAF Air Mobility Command (AMC) Unit Level Command and Control System
posted on the Electronic Systems Center bulletin board
HERBB.hanscom.af.mil. PROPOSAL PREPARATION INSTRUCTIONS: Responses must
provide new and unique concepts ideas, or approaches in order to
qualify for evaluation and consideration for award. Proposals shall be
submitted in two (2) parts: (1) Technical Proposal, Cost Proposal: The
Technical Proposal shall include an Executive Summary, Program
Description, Program Plan, Milestone Chart, Facilities and Equipment
Description, Description of Relevant Prior Work, Management Plan, and
Resume of Key Individuals. The technical proposal shall also include a
Statement of Work detailing the technical tasks to be accomplished
under the proposed effort and be suitable for contract incorporation.
The Statement of Work shall include specific requirements, if
applicable, that the deliverable product will be year 2000 compliant
per FAR Part 39. The technical proposal shall be limited to
seventy-five (75), (12-pitch or larger type) single spaced,
single-sided, 8.5 x 11 inch pages. The page limitation includes all
information i.e, covers, indices, photographs, appendices, attachments,
resumes, etc. Each printed side counts as one page. (Caution: The
Government will not review more than the page limitation). There is no
page limitation on the Cost Proposal. (2) The Cost Proposal should be
valid for no less than 180 days and be broken out by cost element and
Government fiscal year. The Government encourages submission of
innovative and creative proposals to solve any one, all or a
combination of the problems discussed herein. Forward two (2) copies of
each proposal to ESC/GAK (Attn: David H. Hawkins, Contracting Officer),
Bldg. 1630, 3rd Floor, 75 Vandenberg Drive, Hanscom AFB, MA 01731-2103.
The Command and Control Information Processing System Program Office
(ESC/GAM) has been assigned overall responsibility for providing the
necessary acquisition/technical management for this program. Responses
should reference PRDA #ESC/GAK-001. QUESTIONS of a TECHNICAL NATURE
may be referred to David E. MacClure 781-377-9121 (email:
dmaclure.mitre.org). CONTRACTUAL and COST QUESTIONS should be referred
to the CONTRACT SPECIALIST, Jeffrey W. Wong, 781-377-5195 (email:
jeffrey.wong@hanscom.af.mil). The period of contract performance
(including final implementation plan)is sixty (60) calendar days. The
Government anticipates contracts to be awarded early July 2000. The
cost of preparing a proposal to a PRDA is not considered an allowable
direct charge to the resulting contract or any other contract. It is,
however, an allowable expense to the normal bid and proposal indirect
cost specified in FAR 31.205.18. Proposals received in response to this
announcement will be in accordance with the Competition in Contracting
Act of 1984. Every effort will be made to protect the confidentiality
of the proposals. In order that the proposals are afforded proper
handling, offerors must mark their proposals with restrictive language
stated in FAR 15.509(a). Firms responding should indicate if they are
qualified as a Small Business, HUBZone Small Business, a Socially and
Economically Disadvantaged Business, an 8(a) Qualified Business or a
Woman-Owned Business. Foreign or foreign-owned offeror are not eligible
to participate in this announcement. Offerors are requested to provide
a name and telephone numberof point of contact. Offerors are cautioned
that only Government Contracting Officers are legally authorized to
commit the Government. An Ombudsman has been appointed to hear concerns
from offerors or potential offerors during the proposal development
phase of this acquisition. The Ombudsman should only be contacted with
issues or problems that have been previously been brought to the
attention of the program manager and/or the contracting officer and
could not be satisfactorily resolved at that level. The Ombudsman does
not participate in the evaluation of proposals or in the source

(45) days from the publication of this notice. In the event this date
for receipt of offers falls on either a Saturday, Sunday, or Federal
