The National Institute of Standards and Technology (NIST), intends to negotiate a sole-source purchase order, under the authority of 13.106-1(b), with Computer Applications Specialists (CAS), 6201 Chevy Chase Drive, Laurel, Maryland to provide an enterprise solution for passing data from and to legacy software applications across the NIST firewall. This will facilitate e-commerce for the Standard Reference Materials Program and potentially for other divisions within NIST. To the Government's knowledge, CAS is the only vendor capable to provide these services for the following reasons: CAS is currently in the process of implementing an Inventory and Control Distribution Package to replace the existing 10 year old package that SRMP currently uses. This e-commerce front-end must communicate with the back-office product currently being implemented. Knowledge of this back-office software is integral to the successful implementation of the e-commerce front end. Because of CAS' strong knowledge of the distribution software package, implementation of the e-commerce portion of the solution will be accomplished swiftly. CAS' catalog software package has been proven to interface well with NIST's existing electronic catalog and yet still provides a strong framework for future enhancements. In addition, this effort is a follow-on to an on-going project with CAS. NIST must leverage the knowledge base of CAS to implement e-commerce in minimal time at a minimal expense. The period of performance for this purchase order will be six (6) weeks from date of award. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotes. However, the Government will consider all quotes received by May 26, 2000. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Contracting Officer. See Numbered Notes 1.
