National Oceanic and Atmospheric Administration intends to solicit and
negotiate on a sole source basis with the University of Massachusetts
to perform the following requirements: (1.) Analyze the stable
isotopic ratios of carbon and nitrogen as a means to determine if there
has been a shift in feeding of Atlantic salmon from the distinct
population segment in Maine and for the continental stock complexes
with which the distinct population segment fish compete. (2.) Analyze
scale growth signatures of Atlantic salmon from the distinct population
segment in Maine and for the continental stock complexes to determine
if growth is related to the pattern observed in the isotopic data on
trophic level feeding. The University of Massachusetts is uniquely
qualified with personnel and technical skill to provide the scientific
expertise and assistance needed to accomplish the objectives of the
proposed stable isotope analysis project. The University of
Massachusetts has long standing knowledge of the problemsfacing
restoration efforts with Atlantic salmon, having had experience in
providing scientific information on Atlantic salmon to every level of
government. The period of performance will be from September 1, 2000
through August 31, 2001 with two option year periods ending August 31,
2003. The statutory authority for other than full and open competition
is 41 USC 253(c)(1), Only One Responsible Source. Interested parties
may identify their interest and capability to respond to the
requirement or submit proposals. Information received will normally be
