synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.603 of the Federal Acquisition Regulations
(FAR), as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation WILL NOT be issued. The
solicitation number is SP3100-00-T-0117, and this solicitation is
issued as a Request for Quotation (RFQ). The solicitation document and
incorporated clauses and provisions are those in effect through
Federal Acquisition Circular 97-17. The Standard Industrial
Classification is 1796 and the small business size standard is $7
million. Item No. 0001 -- Provide all necessary material, labor and
equipment to disassemble three (3) each Gerlinger Straddle carriers,
serial numbers 30SH-344, 30SH-346, and 30SH-347, pack and ship by ocean
and truck freight to their destinations. At destination contractor
shall re-assemble one (1) straddle carrier S/N 30SH-344 at DDDC, San
Diego, California and two (2) each straddle carriers S/N's 30SH-346 and
30SH347 at DDNV, Norfolk, Virginia. Cost should be broke down to
include at a minimum: Hourly labor rate to disaddemble and re-assemble
straddle carriers, travel and living expenses, ocean freight charges,
and truck freight charges. Quantity is for 1 job. Delivery shall be
completed within 90 days after contract award and shall be FOB
Destination to DDDC San Diego, California, and DDNV Norfolk, Virginia.
The following U.S. Department of Labor Wage Determinations shall apply
to any resultant order: No. 94-2153REV (17) Hawaii, No. 94-2057 REV
(20) California, and No. 94-2543REV (21). FAR 52.212-1 INSTRUCTIONS TO
OFFERORS-COMMERCIAL ITEMS applies to this acquisition. Award will be
made to the lowest priced offer that is in the best interest of the
Government. Offerors must include a completed copy of FAR 52.212-3

SERVICE). In accordance with Debt Collection Improvement Act of 1996
and DFARs 204.7303 CENTRAL CONTRACTOR REGISTRATION POLICY all
prospective contractors SHALL BE registered in the CCCR database prior
to award of a contract. Quotations may be submitted on Standard Form
1449. The due date and time of receipt of proposals is 4:00 p.m. local
time on June 6, 2000 at the Defense Distribution Center, Procurement
Office, DDC-J1-A, ATTN: Mona Holtry, Building 81, 2001 Mission Drive,
New Cumberland, Pennsylvania 17070-5001, FAX # 717-770-5689. All
quotations must reference the solicitation number and the due date for
receipt of quotations. In addition to this, each quotation must
contain the name, address and telephone number of the offeror as well
as any discount terms that are offered and the remit to address (if
different from the mailing address). If offer is not submitted on
Standard Form 1449, it must include a statement specifying the extent
of agreement with all terms and conditions of this solicitation. Any
quotations that reject the terms and conditions of this solicitation or
do not include the cerfications and representations contained in FAR
52.212-3 may be excluded from consideration. All offerors must hold
their prices firm for 60 calendar days from the due date specified for
receipt of quotations. Any amendments hereby issued to this
solicitation will be synopsized in the same manner as this solicitation
and must be acknowledged by each offeror. Any quotations or
modifications to quotations received after the specified due date for
receipt of quotations will not be considered. The Government may make
an award with or without discussions with offerors. Therefore, the
offer's initial proposal should contain the offeror's best terms. A
written notice of contract award or acceptance of an offer mailed or
otherwise furnished to the successful offeror within the time for
acceptance specified in the offer shall result in a binding contract
without further action by either party before the specified expiration
date of an offer, the Government may accept that offer unless a
written notice of withdrawal is received prior to award. Offerors shall
specify business size and classification as required by FAR 52.212-3.
