Services, Inc. (DYN) invites qualified firms to submit proposals in
accordance with the referenced RFP to provide dismantlement, removal,
and disposition (D&R) services as set forth in the Statement of Work
(SOW) within the Sample Contract (Part 3 of the RFP). The resultant
subcontract (contract) will be between DYN and the successful offeror.
This acquisition is unrestricted and open to business concerns of any
size. Part of the RFP has been prepared electronically on a compact
disk (CD) to accommodate the transmittal of color photographs with
written descriptions of a representative sample of the steam plant
equipment and the additional Government assets. The RFP is issued to,
at a minimum, dismantle, remove, and dispose (D&R) one of two (2) World
War II vintage coal fired steam plants while accomplishing the
following objectives: 1. Recycle or reuse the building and equipment to
the fullest extent possible while minimizing the volume of demolition
debris disposed in landfills. 2. Award a demolition contract for a
zero-dollar payment where the only consideration to the successful
offeror is title to the salvage and scrap value of the Government
excess assets removed. 3. To the degree specified within the RFP,
Utilize Project Hanford Management Contract (PHMC) employees
represented by the Hanford Atomic Metals Trade Council (HAMTC) to
perform the demolition/removal work. 4. Minimize the quantity of other
Government assets required to offset the zero-dollar D&R price of the
steam plants. If requested, DYN will conduct a tour of the steam
plants and other facilities. The tour will provide offerors with an
opportunity to view the Government facilities/assets and equipment
listed in the RFP. The Contract Administrator and point of contact for
