Requirement: The Fleet and Industrial Supply Center Norfolk, Detachment Washington, D.C. (FISCNORDETWASH) intends to establish multiple Blanket Purchase Agreements (BPA'S) with hotels within a 40 mile radius of the Naval Training Center, Great Lakes, Illinois. The requirement is in support of the Navy Recruiting Command's (NRC) Summer Surge Program for lodging accommodations and meal services for Navy recruits awaiting processing at the Great Lakes Training Center. The period of performance for the BPA will be through October 2000, with a potential for performance through October 2001. The 2000 calendar year orders will have periods of performance that begin and end during the period of July through October 2000. Requirements Description: The contractor shall provide services in accordance with the specifications set forth in the statement of work. For the purpose of this notice, they generally include the following. Double occupancy rooms (one individual to a bed) with a private full bath are the preferred accommodations. Single occupancy rooms with a full private bath shall be considered on an as needed basis. The hotel(s) must be "full service" (24 Hr/day front desk coverage and hotel-owned restaurant on the premises). The hotel must provide security on and around the hotel property. The hotel(s) shall have interior corridors, dead bolts and electronic key locks for rooms, and all outside doors self-locking. During the time and in the area where recruits will be lodged, the contractor shall provide a security guard during the hours of 11:00 PM and 7:00 AM or an electronic surveillance system. Laundry facilities shall be available at the hotel(s); individual recruits are responsible to pay for any service they require. The hotel(s) shall not bill NRC for these services. Complimentary parking shall be available on hotel property for NRC military escorts and chaperones; the parking lot must be able to accommodate the buses that transport the recruits. Daily breakfast, lunch, and dinner meals, as described in the SOW, shall be provided for all Navy recruits who are provided rooms. The hotel(s) shall provide a complimentary conference room, with classroom or classroom or theater style seating capacity to accommodate 100 to 125 recruits, and a TV/VCR combo for recruit training, from the hours of 6:00 PM through 8:00 PM weekdays, and from 10:00 AM through 6:00 PM weekends. The contractor's lodging/meal facility shall be located within a 40-mile radius of the geographic location of the Recruit Training Command: RTC, 3301 Indiana Street, Building 1405 (In Processing), Great Lakes, IL 60088. In-room movies, local/long distance phone service, room service meals, or hotel restaurant meals in addition to the referenced three meals a day are non-allowable charges. Individual recruits are responsible to pay for any of the referenced services used. The hotel(s) shall not bill NRC for these services. Additional and more specific information regarding terms, conditions, and specifications will be made available to interestedand qualifying parties. The Government reserves the right to conduct site visits of the contractor's facility both prior to and during contract performance. This information may be used for evaluation purposes. Estimated Quantities: The dynamic nature of the recruit shipping process demands flexibility in the contracting process. As it is impossible to determine the exact quantities of rooms or dates of accommodations that will be required during the period of July through October 2000, the hotel(s) shall allow NRC flexibility in the actual dates and number of rooms required. Estimates are outlined below and based on the historical record from 1999. The following are estimates only, based on the best information available to the Government at the time of this notification. Time period from 26 July through 02 August: number of recruits is 320; number of rooms is 200 doubles. Time period from 29 August through 01 September: number of recruits is 360; number of rooms is 225 doubles. Time period from 25 September through 03 October: number of recruits is 600; number of rooms is 375 doubles. "Number of rooms" estimate is for the total number of units of accommodation anticipated (one unit is one night's double room accommodation). It is not a nightly (repeating) requirement for the total number of rooms. Based on double occupancy, the estimated number of recruits is divided by two and then, a 25% increase is added to account for recruits who will require more than one night's accommodation. Evaluation Method: Evaluation for the purpose of establishing the BPA's shall be on a best value, trade-off basis. The determination of best value shall be based on three evaluation factors: price, proximity (closeness and convenience to Chicago O'Hare Airport), and quality of amenities and services (meals, security, room specifications, etc ) offered. The three factors are approximately equal in importance. Contractors shall be ranked according to the stated evaluation factors. Then, BPA orders will be awarded according to the ranked order (greatest determined value first) based on the availability of rooms. The Government will fill its requirement at the first ranked hotel, and then proceed to the next ranked hotel according to availability. The Government shall make every attempt to limit its use to one or two hotels at any one time, and to not exceed more than three hotels at any one time. However, the Government reserves the right to utilize additional hotels if needed. In addition, the Government reserves the right to award to the next ranked hotel if the available capacity allows the Government to stay within its objective of utilizing as few hotels at any one time as possible. This process will be followed for each order unless the Government obtains information that would cause them to rank the contractors in a different order (daily rate, or quality of amenities or services). However, the Government also reserves the right, after the initial evaluation, not to reevaluate contractors again on these factors if it so chooses. As a matter of convenience, the Government may opt to use the original ranking and base orders on availability only. These BPA's are being solicited on an unrestricted basis. The resultant orders will be firm fixed price, issued in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. See FAR 13.5. The number of calls cannot be determined at this time. The majority of calls are expected to be less than, however, some calls may be within $25, 000 and $100,000. No further synopsis will be published for any requirement covered by the resultant BPA's. Interested parties who meet the location and technical requirements should respond by e-mail or fax to this notice within 4 calendar days of the posted date or no later than 26 May 2000, 11:00 AM Eastern Standard Time. The Government will provide a faxed or e-mailed Request for Quotation, which will include instructions on how to respond.
