(RFI) synopsis. The Navy is interested in potential solutions to a
scenario involving the daily morning and evening "commute"
transportation of an estimated 1000 personnel(+/- 200) between Naval
Station Everett( NSE) and Puget Sound Naval Shipyard (PSNS) to support
the April 2001 Planned Incremental Availability (PIA) of the USS
Abraham Lincoln (CVN 73). This availability is expected to last for a
six-month period. The Navy strongly prefers that all personnel arrive
at PSNS by not later than 7:30 a.m. each day. These services were
performed in 1999 utilizing a combination of a chartered fast ferry and
several buses. The buses utilized the following routes; (1) NSE to/from
PSNS via Edmonds/Kingston ferry, buses to be driven on/off the ferry,
(2) NSE to/from PSNS via Seattle/Bremerton Ferry, personnel to walk
on/off the ferry. The Navy is looking for solutions which will allow
the maximum number of personnel to achieve a commute time approximating
one hour each way. The important factors in the Navy's decision making
process include scheduling flexibility, travel time, cost, comfort of
personnel and overall efficiency. It should also be noted that the
Navy is seeking a complete, integrated approach for the movement of all
personnel from a single entity or integrator. The purpose of this RFI
is to solicit concepts, existing capabilities in the marketplace,
alternate approaches and general costing data. In responding to this
RFI, interested parties should submit a short (10 pages maximum)
executive summary of their concepts and capabilities. The Navy will
review information submitted and may request additional information
and/or oral presentations from potential sources whose initial
submittals are of particular interest. Note that the Government WILL
NOT pay for any information received in response to this RFI. Please
