plans to issue a Request for Quotation (RFQ) for SOC 400 FTIR
SPECTROMETER to include the following: Item 1: SOC 400 FTIR
SPECTROMETER, P/N 0400-0000, MFG BY SURFACE OPTICS CORPORATION. HAND
HELD INSTRUMENT CAPABLE OF OPERATION IN ANY ORIENTATION. SPECTRAL
RESOLUTION OF INTERFEROMETER IS 1 CM-1, STEP SELECTABLE TO 32 CM-1. THE
BEAM SPLITTER IS KBR (POTASSIUM BROMIDE), WITH A GERMANIUM COATING.
SPECTRAL RANGE IS 7000 CM-1 TO 400 CM-1. OPTICAL ELEMENTS MUST BE
PINNED IN PLACE FOR PERMANENT ALIGNMENT. THE SOURCE IS A HIGH ENERGY
(1650K) CERAMIC SIC SILICON CARBIDE) GLOWER. WEIGHT MUST NOT EXCEED
16.5 LBS. SYSTEM TO OPERATE ON 110VAC POWER WITH OPTIONAL CAPABILITY
FOR USE WITH 12VDC BATTERIES. QUANTITY: 1 EACH. This procurement is
being conducted under the Simplified Acquisition Procedures (SAP).
NASA/MSFC intends to purchase the items from Surface Optics
Corporation, 11555 Rancho Bernardo Road, San Diego, CA 92127. This
recommendation is made pursuant to FAR 13.106-1(b)(1). The Government
intends to acquire a commercial item using FAR Part 12. Interested
organizations may submit their capabilities and qualifications to
perform the effort in writing to the identified point of contact not
later than 4:30 p.m. local time on May 30, 2000. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the government. Oral
communications are acceptable in response to this notice. All
responsible sources may submit an offer which shall be considered by
the agency. An Ombudsman has been appointed. See Internet Note "B". Any
