The USDA Forest Service (USDA FS) is planning to purchase a Software System for position classification and other personnel management functions for itself and USDA Department Administration. Pursuant to the Economy Act, other USDA, federal and state agencies may be able to purchase the Software System, via this contract. The required software will perform integrated personnel processes (e.g.; classification, staffing, training and performance management) driven from a common database and using a standard user interface that supports other FS and USDA collateral Human Resources (HR) functionality. The FS intends to negotiate on a sole-source basis with AVUE Technologies Inc., as their software suite has been determined to be the only one that provides an integrated software product capability meeting FS needs in several key skill areas that is compatible with the Agencies current software infrastructure.
