Mitchell (843) 820-5749 This solicitation will result in the award of
two contracts, one of which is unrestricted and one of which is set
aside for Small Business only. The geographical area to be covered by
the unrestricted contract, N62467-00-R-0319, will encompass the states
of North Carolina, South Carolina, Mississippi, Tennessee, Louisiana,
Texas, Oklahoma, Arkansas, Kentucky, Missouri, Kansas, Colorado,
Wyoming, South Dakota, North Dakota, Nebraska, Iowa, Illinois,
Minnesota, Wisconsin, Indiana, Michigan, and Ohio. The geographical
area to be covered by the Small Business set-aside contract,
N62467-00-R-0320, will encompass the states of Florida, Georgia, and
Alabama. Work includes preparation of environmental studies and
documentation. The contractor may also, on occasion, be tasked to
provide the services described herein at government activities outside
their specified geographical areas. These actions will be decided on
a case-by-case basis as approved by the contracting officer. It is
anticipated that most work will be in the specified geographical areas.
Two (2) separate firms will be selected from this announcement, one (1)
unrestricted, and one Small Business set aside. Qualifying firms may
apply for either or both of these contracts. Firms SHALL indicate in
Block 2b of SF255 the contract number for which they wish to be
considered. Work includes preparation of National Environmental Policy
Act (NEPA) environmental documentation, historic and archeological
studies, site selection planning studies, and other studies as needed
for proposed Department of Defense actions. Typical issues to be
addressed could include, but will not be limited to the following
areas: impacts to wetlands; impacts to endangered and threatened
species; impacts to air and water quality; impacts of noise; impacts to
cultural resources; socio-economic (employment, traffic, schools,
housing, etc.)impacts; and storm water management. Other studies could
include, but will not be limited to, the following areas:
environmental property assessments; threatened and endangered flora and
fauna species surveys; coastal zone consistency statements;
environmental permit applications; activity and project master plans;
Clean Air Act Conformity analysis, and site selection studies. No work
as described above will be awarded to these contracts prior to the
expiration (dollar value or time) of A-E contracts N62467-97-D-0860 and
N62467-97-D-0861, Indefinite Quantity for Planning Studies and
Environmental Documentation. As each existing contract expires, work in
that contract area may be awarded under the corresponding contract. All
interested firms should be capable of obtaining security clearances if
required. This contract period shall be for one year with an option
for two (2) one-year option periods. Contract award is contingent on
availability of funds. The total maximum contract value shall not
exceed $4,500,000 (approximately $1,500,000.00 per year, per contract).
The contract shall guarantee a minimum of $30,000.00 payable in the
event the contractor is notrequired to perform work under this contract
equal to, or greater than, the guaranteed minimum. This guarantee is a
recordable obligation at the time of award and, as such, must be fully
funded. Total guarantee paid in the base year shall serve as the
minimum guarantee for the option years. The following criteria, listed
in descending order of importance will be used for selection: 1.
PROFESSIONAL QUALIFICATIONS: Teams designated shall be
multi-disciplinary and shall demonstrate responsibility in the
preparation of environmental/historical/archeological documentation and
planning studies as described above. 2. SPECIALIZED EXPERIENCE: Recent
experience of the firm in preparation of NEPA environmental
documentation for actions affecting major construction and significant
changes in population. 3. PERFORMANCE: Past performance/ratings of
government agencies and private industry contracts in terms of cost
control, quality of work and compliance with performance schedules. 4.
CAPACITY: a) Ability to accomplish multiple projects simultaneously;
and b) Ability to sustain loss of key personnel while accomplishing
work within required time limits. 5. LOCATION: a) Location of the firm
in relation to the Southern Division geographic region, and b)
Knowledge of different state requirements, such as coastal zone
management legislation and water quality certification requirements. 6.
VOLUME OF DOD WORK: Firms will be evaluated in terms of work previously
awarded to the firm by DOD within the past twelve months with the
objective of effecting equitable distribution of contracts among
qualified A-E firms including small and small disadvantaged business
firms and firms that have not had prior DOD A-E contracts. 7. JOINT
VENTURE, TEAMING OR SUBCONTRACTOR UTILIZATION: Firms will be evaluated
on the extent to which they commit to using Small Businesses, Small
Disadvantaged Businesses, Historically Black Colleges and Universities,
or Minority Institutions in performance of the contract, whether as a
joint venture, teaming arrangement, or subcontractor. The current
subcontracting goals for large businesses established for
N62467-00-R-0319 are 65% for small businesses, 12% for small
disadvantaged businesses, 5% for woman-owned businesses, and 2.4% for
HUB Zone businesses. In order to assist the committee to more
efficiently review all applications, a summary of experience, proposed
team staffing, proposed team staffing and depth of additional staff
support is requested as part of or in addition to the SF 255, as
follows: 1. Summarize not more than two of each TYPE (i.e., NEPA and
NHPA coordination) of your most relevant projects. Provide the
following information (where applicable) for each presented project: a)
costs; b) project team members that worked on the project; c) owner
point of contact with telephone number; and d) number and dollar value
of change orders. 2. Summarize proposed team in tabular form with the
following data: a) firm name; b) individual name; c) work history with
individual and consultant firm; d) office location (home or branch
office); e) professional degree(s) and date(s); f) Professional
Registration(s), date(s), and state(s); g) assigned team
responsibility; h) percent of time committed to this team; and i)
synopsis of experience including firm name(s), years with each firm,
and type of experience with each firm. 3. List number of individuals in
each discipline NOT assigned to proposed team who could be used to
augment the proposed team in the event of loss of personnel or failure
to maintain schedules. 4. A-E's responding should prepare to provide
their Quality Assurance Project Plan (QAPP) prior to selection
interviews once a short list has been approved. The QAPP will include
an explanation of the management approach: an organizational chart
showing the inter-relationship of management and design team components
and specific quality control processes used; a listing of present
business commitments with their required completion schedules,
financial and credit references (include name and telephone numbers of
officers at their financial institutions), and performance references
other than Southern Division, Naval Facilities Engineering Command
(include 3 or more with names and telephone numbers of the contract
administrators. For consideration provide one submittal package for
each contract, including an original SF 255 and SF 254 for the prime
and SF 254 for each proposed consultant. The SF 255, with attachments,
shall be LIMITED TO 25 PAGES, 8 1/2" x 11", ONE-SIDED) with print size
not smaller than 12 pitch font. Every page that is not a SF 254 will be
included in the 25-page count. The submittal package must be received
in this office not later than 4:00 P.M. EASTERN TIME on TUESDAY, 27
JUNE 2000. Submittals received after this date and time will not be
considered. If additional firms are needed for consideration, SF 254s
already on file will be used. Include telefax numbers in Block 3a and
Contractor Establishment Code (formerly the DUNS number), Commercial
and Government Entity (CAGE) Codes, if known, and Taxpayer
Identification Number (TIN) in Block 3. The DUNS, CAGE and TIN are
discussed in the DOD FAR Supplement, Part 204 Subpart 204.671-5. Label
