The HQ,OSC intends to issue a sole-source Request For Proposal (RFP) to S & G Consulting to procure the Second Stage of the Journey "Wall" Chart. (The Journey "Wall" Chart was previously developed by S & G Consulting.) The second stage shall provide tools that will be developed, understood, and implemented that will build on the definition and improvement of key processes that directly affect key performance characteristics. The contractor shall design and develop the necessary tools and processes to accomplish the transition from product definition to process improvement. These tools and processes will build on the wall chart activity and will be in concert with the conceptual way of thinking about processes. Journey training will use standard statistical tools such as DOE, brainstorming, error proofing, and SPC as the foundation of the improvement process tying them to the process thinking previously developed. The processes shall be accomplished in four Phases, an include as an option and Application Phase. Vendors believing they can supply the second stage of Journey "Wall" Chart at a competitive cost, shall submit a written response within 15 days of the publication date of this notice that clearly shows its ability to meet the Government's needs. Responses shall include firm-fixed prices (prices are to include all travel and per-diem charges) technical experience of contractors employees, including past experience of similar type work and, certification of the ability to perform the work. All responsible sources may respond and will be fully considered, however, oral communication is not acceptable No contract award will be made on the basis of offers/proposals received in response to this notice. Written responses must include pricing and technical information sufficient to enable the Government to determine if a solicitation is warranted. When the solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended vendor and all firms that respond to this synopsis of intent or otherwise request a copy of solicitation. If no affirmative responses are received clearly demonstrating the vendor's ability to meet the Government's need, within 15 days after publication of this notice, a sole-source solicitation shall be issued to S & G Consulting.
