This acquisition is unrestricted, open to both small and large business concerns. If a subcontracting plan is required, the following minimum goals are applicable: Small Business Subcontracting 61.4%; Small Disadvantaged Business Subcontracting 9.1%; and Women-owned Small Business Subcontracting 5.0%. The magnitude of construction is between $5M and $10M. Bonding will be required for this acquisition. The project consists of the removal of existing concrete pavement, reworking of base course and soil stabilization, and placing new PCC pavement for the keel section (80' by 8000') of Runway 22/04; removal and reinstallation of existing aircraft barrier arresting cables (BAK) in runway overruns; the construction of new engine pits for the BAK installation; removal and replacement of existing asphalt overrun (150' by 1000') with new asphalt at the Runway 22 overrun; and removal and replacement of the touchdown pavement joint sealant at the first 150 feet by 1000 feet on Runway 22 end. This project has one option to replace the PCC pavement on the Runway 04 touchdown (150' by 1000'). Technical proposals will be evaluated on Past Performance, Schedule, and Management Plan.
