The Marine Corps Systems Command intends to negotiate on a sole source basis with Foster Miller, Waltham, MA to provide a Lemming Robot: The system shall consist of an amphibious tracked unmanned ground vehicle with a retractable mounted drive and observation camera. System specifications include: Basic vehicle 30 long (l) x 16 width (w) x 7.5 height (h) inches (long chassis version); 1.5 miles per hours (mph); A vehicle controller with a RS232 interface; Vehicle shall be teleoperated; One (1) mast mounted drive camera with mounting saddle for other payloads; On-board listening system; One (1) watt radios; Nickel-metal battery packs; Two (2) hour battery life; One (1) battery charger; Four (4) meter configuration cable; Two sets of tracks; Waterproof; Operator control unit (wearable); Spare parts kit that contains all necessary tools and hardware for maintenance and a spare motor; and Remote controlled zoom. Foster Miller developed the Lemming UGV under a research and development contract (DAAE07-98-CL033) issued by the Defense Advanced Research Projects Agency (DARPA). The Lemming Robot is the only small tactical ground robot that supports amphibious operations. The Lemming Robot and its payloads operate under water for sustained periods of time. The amphibious capability enables the robot to conduct operations in sewers and water drainage pipes, a capability requirement in MCWL's urban experimental plan. This robot is also the only small UGV with a manipulating arm that is capable of suspending a camera above the platform or grabbing objects. Suspension of the camera above the robot enables it to provide additional reconnaissance data to the operator. The Lemming UGV development effort has met or exceeded DARPA's technical goals and is ready for user evaluation. This procurement action requires one Lemming Robot to be used for MCWL experimentation. Other offerors that have the ability to provide the above described device are invited to submit information as to addresses their capabilities and any other pertinent data to the address above, to be received no later than 15 days after the date of this notice.
