29 -- ENGINE DYNAMOMETERS POC Linda Hultman, Contract Specialist, 309-782-3392 REQUEST FOR SOURCES OF SUPPLY FOR COMMERCIAL ENGINE DYNAMOMETERS The U.S. Army has an urgent need for sources of supply, technical information, price and availability for a quantity of two (2) commercial engine dynamometers that meet or exceed the following requirements: 1. One dynamometer for testing GM engines Model 8V71 and Model 6V53 including the following necessary adapters and equipment for connecting and testing each model engine: a. Portable engine mounting assemblies for both engines to include all necessary adapters. b. Fuel consumption measuring unit. c. Exhaust gas measuring unit. d. 24 volt battery charging unit. e. All measurements to be in SI units of measurement. f. Include all necessary safety equipment. g. Include all necessary engine sensors to provide testing information for visual display. h. Operator control station to be free standing computer console including all instrumentation necessary to asses engine performance. i. The control unit should include four (4) modesof operation (speed control, torque control, power control, and open loop control) and include digital readout of the torque, speed, temperature, fuel consumption, and any other indicator necessary for monitering and assessing engine performance during testing. j. The computerized control shall have self-testing capability to assess performance, results and fault finding. k. Automatic shutdown device to protect both dynamometer and engine in the event of operation of any out of limit alarm or fault detecting device. l. Room available for engine testing: 7.27 meters X 4.80 meters X 4.95 meters height. m. Room available for control unit: 2.60 meters X 3 meters. n. Cooling tower for any cooling requirements and air pressure source requirements. o. Specifications of GM 8V71T engine: 1. Max Horsepower: 405HP at 23300RPM 2. Engine rated horse power: 345HP 3. No load max speed: 2900RPM 4. Idle speed: 600-650RPM 5. Max loading speed: 2300RPM 6. Two (2) stroke engine. p. Specifications of GM 6V53 engine: 1.Max horsepower: 255HP at 2800RPM 2. Engine rated horse power: 210HP at 2300RPM 3. Max speed (Full Load): 2800RPM 4. Idle speed: 650-700RPM 5. No load max speed: 2975RPM 6. Two (2) stroke engine. 2. Manufacturer's commercial literature and technical information including, but not limited to, technical description and specifications (size, weight, installation and operation requirements and procedures, etc.), parts lists, with suggested standard spare and repair parts package, list of special tools, safety equipment, electrical power, water supply, air supply, required for operation. 2. Price and availability for a quantity of two (2) Engine Dynamometers including technical support, installation costs, standard spare and repair parts package, special tools, safety equipment, technical manuals, packaging for overseas shipment, and contractor training in operation and maintenance.
