Valdez, (303) 236-5900 ext 424 The U.S. Geological Survey, EROS Data Center, Sioux Falls, South Dakota has a requirement to purchase a Tape Interface Unit (TIU) for integration with COTS hardware to form a satellite data conversion system. The EROS Data Center installed a Wide Band Video Tape (WBVT) conversion system in 1998 to convert the raw LANDSAT telemetry VBVT's to MSS-X format on DLT tape. The original configuration included two Ampex tape drives, a TIU, and SGI Octane workstation for data ingest, and an SGI Origin200 server for data formatting and archive tape generation. The EDC has located additional Ampex tape drives and plans to integrate a second WBVT ingest system to increase the number of WBVT's that can be converted per year. The proposed TIU will be installed in a Class A computer room environment. This unit shall be compatible with all WBVT conversion software currently running on the SGI Octane, as well as with two Ampex HBR-3000I tape drives, and the Myriad Model SIO 1680 interface. The unit shall be provided with all required firmware, hardware, and I/O connectors needed to install the system. The vendor shall support, test and integrate the TIU with Government Furnished Equipment (GFE) at the Raytheon facility in Lanham, MD, and subsequently install and integrate the GFE at the EROS Data Center. Technical Specifications are as follows: Parallel data input: 24 channels of data and clock (TTL levels) (2 each); Parallet data output: 24 data and clock (TTL level); Serial data input: 1 channel data and clock; Serial data output: 1 channel data and clock (ECL level); Ampex tape drive TTL interface board, model DL980200 (3 each). Playback speed of 15, 30, 60, 120 ips. Data rates of 150KHz, 300 KHz, 600KHz, and 1.2MHz; SGI ECL interface board, model DL980300. 3:1 by 48 inputs Mux'ed 2 banks input FIFO, 24x8KB/bank, FPGA flow control and communication of data from each channel, programmable generator for bank switching, and WBVT preamble detection; Control: RS-232 serial interface; Control processor i386EX single-board computer; 19-inch rack-mount chassis with power supply, (3 each) 24-channel I/O panel, and operator panel with indicators for premble detection for each of 24 channels; One 91) spare SGI ECL PCB board, model DL980300, one (1) spare I/O PCB, model DL980200, and suitable piece parts kit. Based on information available at this time and in accordance with 41 U.S.C. 253 (1), implemented by FAR 6.302-1, the Government considers the item specified as a sole source from Doug N. Long Consultant, 1108 Eleventh Street, Laurel, MD 20707 and proposes to negotiate a contract with that firm on that basis. However, should additional sources be identified they will be considered. Firms who feel that they can furnish the required item or its functional equivalent (based upon the criteria specified herein) are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such documents without accompanying information will be considered non-responsive to this request without further consideration.
