The Federal Highway Administration intends to negotiate a contract with Starodub, Inc. of Lanham, MD for the development of robotic and nanotechnology applications in the areas of advanced highway and safety research. This action is made pursuant to FAR 6.302-1, as Starodub, Inc. is the only know source to meet this requirement. This effort includes data analysis, algorithm development, and Super Equation Shell (SEQS) technology in the areas of safety hardware maintenance, pavement skid research, pavement noise analysis, and structural analysis.
