Terminal Expansion Project. The Grantee invites submission of
qualifications and proposal data (collectively referred to as the
"Proposal") from interested U.S. firms which are qualified on the basis
of experience and capability to develop a feasibility study for a cargo
terminal expansion project in Santa Marta, Colombia. The port of Santa
Marta currently has design features which hinder efficient cargo
handling. The seaport includes warehouse facilities located close to
the berth face with constricted space for operating modern cargo
handling equipment. The port has a total of seven berths. Santa Marta
is also currently the only major, general cargo port in Colombia with
rail service. The project would consist of the modernization and
expansion of the cargo handling facilities at the Port of Santa Marta.
In the first stage of the two-stage project plan, the Santa Marta Port
Authority (SMPA) would upgrade and modernize Berths 2 and 3 for
container handling. This would provide one Post-Panamax berth, one and
a third Panamax berth or two handy-size berths in stage I. In stage
II, the dock would have to be expanded south to provide a second berth.
The total project cost for stage I has been estimated at $60 million,
of which $18 million represents potential U.S. exports. The feasibility
study components would include: 1. Commodity forecast and demand
analysis. The consultant would perform a comprehensive analysis of the
demand for containerized cargo and break bulk cargo, which would
become the basis for facility planning and development. 2. Operations
planning for the terminal. Based on the demand forecasts, the
consultant would perform complete operations planning for the terminal.
3. Preliminary engineering for new facilities. The consultant would
perform engineering feasibility studies for the development of the
terminal. 4. Project phasing and optimization funding requirements. The
consultant would develop appropriate project phasing and scheduling
strategies for implementation of the project. 5. Environmental
analysis. The consultant would perform an environmental assessment of
the project and identify requirements for project implementation.
Additionally, the consultant would evaluate and address host country
and potential funding agency requirements for environmental compliance.
6. Financial analysis. The consultant would furnish a complete
financial feasibility analysis, covering a number of required points.
7. Final reports. The U.S. firm selected will be paid in U.S. dollars
from a U.S. $320,400 grant to the Grantee from the U.S. Trade and
Development Agency (TDA). The Study has been estimated by TDA to cost
U.S. $375,400. The TDA Grant funding of U.S. $320,400 and the Grantee
contribution of U.S. $40,000 will cover only a portion of that amount.
The Contractor and/or its subcontractors must cover whatever cost is
necessary to complete the full Terms of Reference. A detailed Request
for Proposals (RFP), which includes requirements for the Proposal, the
Terms of Reference, and a background definitional mission report are
available from TDA, at 1621 N. Kent Street, Suite 200, Arlington, VA
22209-2131. Requests for the RFP should be faxed to the IRC, TDA at
703-875-4009. In the fax, please include your firm's name, contact
person, address, and telephone number. Some firms have found that RFP
materials sent by U.S. mail do not reach them in time for preparation
of an adequate response. Firms that want TDA to use an overnight
delivery service should include the name of the delivery service and
your firm's account number in the request for the RFP. Firms that want
to send a courier to TDA to retrieve the RFP should allow one hour
after faxing the request to TDA before scheduling a pick-up. Please
note that no telephone requests for the RFP will be honored. Please
check your internal fax verification receipt. Because of the large
number of RFP requests, TDA cannot respond to requests for fax
verification. Requests for RFPs received before 4:00 PM will be mailed
the same day. Requests received after 4:00 PM will be mailed the
following day. Please check with your courier and/or mail room before
calling TDA. Only U.S. firms and individuals may bid on this TDA
financed activity. Interested firms, their subcontractors and employees
of all participants must qualify under TDA's nationality requirements
as of the due date for submission of qualifications and proposals and,
if selected to carry out the TDA-financed activity, must continue to
meet such requirements throughout the duration of the TDA-financed
activity. All goods and services to be provided by the selected firm
shall have their nationality, source and origin in the U.S. or host
country. The U.S. firm may use subcontractors from the host country for
up to 20 percent of the TDA grant amount. Details of TDA's nationality
requirements and mandatory contract clauses are also included in the
RFP. Interested U.S. firms should submit their Proposal in English and
Spanish directly to the Grantee by 4:00PM local Santa Marta, Colombia
time, July 10, 2000 at the above address. Envelopes with the proposals
must be sealed and marked "Private Invitation" and should be deposited
at a glass case at the offices of SPSM by the date and time noted
above. Bidders may attend the bid opening immediately afterwards.
Evaluation criteria for the Proposal are included in the RFP. Price
will not be a factor in contractor selection, and therefore, cost
proposals should NOT be submitted. The Grantee reserves the right to
reject any and/or all Proposals. The Grantee also reserves the right to
contract with the selected firm for subsequent work related to the
project. The Grantee is not bound to pay for any costs associated with
