C -- CONSTRUCTION INSPECTION SERVICES FOR THE SOUTHEASTERN UNITED STATES SOL DTFH71-00-R-00005 DUE 061400 POC A/E Procurement Engineer, Colin B. Kelly, 703-404-6280 The Federal Highway Administration (FHWA), Eastern Federal Lands Highway Division (EFLHD) anticipates awarding an Indefinite Delivery, Indefinite Quantity Contract (IDIQC) to provide highway and bridge construction inspection (CI) services. The IDIQC will be awarded for CI services for projects in the Southeastern United States area. The contract will be awarded with an initial duration of 2 years, with the Government option to extend the contract for an additional 3 years. This procurement is being made under the Small Business Competitive Demonstration Program under Standard Industrial Classification Code 8711 and Product and Service Code C122, and is open to all business concerns. Architect/Engineer (A/E) procedures will be used to select a firm, which must be capable of providing the required CI services, either totally or in conjunction with subcontractors. All work must be performed under the direction of registered Professional Engineers or surveyors. The Government will issue individual Delivery Orders to cover the services required for a specific project when identified. The minimum guaranteed contract amount is $3,000 and the maximum contract amount is $10,000,000. The firm will be selected based on data contained in the Standard Form (SF) 255's and SF-254's. Selection will be based on the following criteria: (1) Firm's professional qualifications necessary for satisfactory performance of CI services; (2) Specialized experience and technical competence in CI services; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. Include any awards received within the last 5 years along with references that include Point of Contact and phone number; and (5) Location of the firm's office within a 100-mile radius of Jackson, MS. Note that criteria (1) through (5) are of equal importance. No solicitation package is available. Interested firms having the capabilities for this work are invited to submit one completed SF 254 and 255, revised edition dated November 1992, for the prime and one SF 254 for each subcontractor/consultant. Part 10 of the SF 255 may be expanded, if necessary, to address the selection criteria fully.
