Center, Huntsville, is considering award of a contract(s) to provide
Investigative and Design Expertise for Utility Monitoring and Control
Systems (UMCS), Supervisory Control and Data Acquisition (SCADA)
Systems, Electronic Security Systems (ESS), Other Electrical/Mechanical
Design/Criteria Development, and Other Automated Control Systems and
Miscellaneous UMCS/SCADA/ESS Studies. The services to be provided
include investigating site conditions, existing inoperable systems and
recommending optimum UMCS/SCADA/ESS and other electrical/mechanical
solutions; preparing designs and criteria documents; reviewing current
criteria documents and designs. Engineering analyses, state-of-the-art
and other special studies, engineering services, participation in
predelivery tests, site tests, and engineering surveys may also be
required. The contemplated evaluation factors to be used as part of the
anticipated acquisition to rank the most qualified firms include: (1)
Specialized Experience and Technical Competence in the type of work
required; (2) Professional Qualifications Necessary for Satisfactory
Performance of Required Services; (3) Capacity to Accomplish the Work
in the Required Time; (4) Past Performance with Government Agencies and
Private Industry in Terms of Quality of Work, Compliance with
Schedules, and Cost Control; (5) SB, MCBUs and MIs and SDB
Participation; (6) Volume of Work Awarded by DOD During the Previous 12
Months. The period of performance is expected to be three years with a
total program value of approximately $3 million. Interested sources
should respond by indicating their ability to meet the following
criteria: (a) Recent experience in UMCS design and installation support
services at Federal Government facilities and other locations. Design
experience includes preparation of drawings, project specifications,
cost estimates, and design analyses; (b) Recent experience in SCADA
system design and installation support services. Design experience
includes preparation of drawings, project specification, cost
estimates, and design analyses; (c) Recent experience in ESS design and
installation support services at Federal Government facilities. Design
experience includes preparation of drawings, project specifications,
cost estimates, and design analyses; (d) Recent experience in
conducting UMCS site surveys, SCADA system site surveys and ESS site
surveys at Government facilities, including preliminary cost estimating
and conceptual system design; (e) Recent experience in design of fiber
optics and other communication networks; (f) Capability to provide
designs on a computer-aided design and drafting (CADD system); (g)
demonstrated multi-disciplinary team, including at least one
professional registered in each of the following disciplines:
mechanical engineering, electrical/electronic engineering, civil
engineering, architecture; (h) Demonstrated experience of personnel
qualified in cost estimating, technical editing and writing,
engineering associated with the technical fields of UMCS, ESS, and
SCADA systems, communications, fiber optics and other computer related
fields. The decision to set aside award(s) for small business is being
considered pending the outcome of identifying qualified small business
concerns as a response to this sources sought. If two awards are made,
Huntsville Center reserves the right to set aside one or both awards
for small business or award one contract to a small business and one to
a large business or both to large businesses. Sources for this purpose
are being sought of experienced firms with a Standard Industrial
Classification (SIC) Code of 8711, General Engineering with average
annual receipts of $4 million or less for the past three (3) years; and
who meet the technical requirements in the preceding paragraphs, either
singly or as part of an assembled team. Eligible concerns must be
capable of assembling a team of qualified, experience firms and
personnel to support all aspects of UMCS, SCADA, ESS, other
electrical/mechanical design/criteria development, and other automated
control systems and miscellaneous UMCS/SCADA/ESS Studies. Prime
concerns must satisfy FAR 52.219-14, Limits on Subcontracting. Teaming
of capable firms is otherwise encouraged. Teams will be expected to
exhibit their experience in all aspects of this project as described
above. The Huntsville Center reserves the right to make multiple
awards, i.e. two awards. Interested firms should submit a current SF
254 and a separate document describing relevant experience in the
following format: name(s) of client(s); location of job site; client
point of contact and telephone number; and the date services were
performed. This documentation should be limited to description of past
and current contracts of the kinds of work and facility types
identified above and should be limited to twenty (20) one-sided, 8 1/2"
x 11" pages, which may be single spaced. It is not necessary to submit
any additional company information, resumes, sales materials or
