Health Care Financing Administration (HCFA) intends to award on a
competitive basis under the Simplified Acquisition Procedure (Dollar
Threshold of $100,000) an award for contractor support to incorporate
the data displayed via the current HCFA Customer Information System
(HCIS) into a Medicare claims data mart. HCIS provides HCFA data users
with access to highly summarized Medicare claims data to support
research and fraud detection projects. HCFA plans to expand this
functionality via a Medicare claims data mart. The contractor shall
review and document edits and transformations utilized in the
implementation of HCIS and evaluate these edits and transformations
with respect to the Medicare claims data mart. The contractor shall
define and develop the dimensions to support data retrieval. Standards
would be developed in the creation of these dimensions to assure
consistency and accuracy in the retrieval of information from the
Medicare claims data mart. The contractor shall be familiar with the
Kimbal data warehousing methodology. This is a critical to defining
dimensions to support data retrieval. The contractor shall demonstrate
an understanding of the HCIS data models. The contractor shall have
experience with relational design and dimensional modeling. The
contractor shall be familiar with the HCFA infrastructure, including
the mainframe and mid-tier architecture. Familiarity with the National
Medicare Utilization Database (NMUD) project is mandatory. Both issues
significantly impact the methodology proposed for the data edits and
transformations. The contractor shall have an extensive working
knowledge of the HCIS application. The contractor shall have a
comprehensive, detailed understanding of the data requirements that go
into building the system as well as the user requirments for the
front-end application that makes the data available. The contractor
shall have extensive knowledge of the National Claims History (NCH)
data element utilized by the HCIS application. The contractor shall
have an indepth understanding of the edits and transformations applied
in the HCIS summary data programs. The contractor shall have
experience in modeling Medicare data. The contractor shall have
experience designing software for Medicare applications. This
experience is essential to assess maintenance and scalability issues.
The Government will make award to the responsible offeror(s) whose
offer conforms to the Request for Quotation (RFQ) and is most
advantageous to the Government, technical factors and price considered.
As the proposals become more equal in technical merit, the evaluated
price will become more important. The Government reserves the right,
however, to make award to the offeror who provides reasonable
expectation of superior technical performance, regardless of the
offeror's price relative to other offeror' price. Your evaluation of
the technical factors will be based on information in your proposal
that offers the greatest value for the Government. Failure to respond
to the specific technical factors will preclude determining your
technical capability. Failure to submit all of the above requirements
will result in a rejection of your RFQ. Please keep additional material
in your proposal to a minimum. A Request-for-Quote will be issued.
