synopsis/solicitation for commercial items, prepared in accordance with
the format in FAR subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number is NHLBI
-PS-2000-605, and is issued as a request for quotation (RFQ). The
solicitation/contract will include all applicable provisions and
clauses in effect through the Federal Acquisition Circular 97-17. The
Standard Industrial Classification (SIC) Code is 5087 and the Size
Standard is 100 employees used for this requirement. There are no small
business set-aside restrictions for this requirement. The National
Heart, Lung and Blood Institute intends to repair/upgrade two Getting
Castle, Model 4033 Bulk Sterilizer, serial #s 56973814 and 647UNK, in
accordance with the statement of work. Scope of Work: The contractor
shall provide all labor, materials and equipment to perform the repair
and upgrade of the Castle autoclaves. All work must be completed
within 3 weeks from the start of work. Contractor Tasks: The contractor
shall perform the following tasks: 1. Power the sterilizer down, cool,
and lock out/tag out steam, water and electrical services. 2. Remove
and store the door cover panels 3. Prepare the doorplate for
disconnection from sterilizer. 4. In conjunction with a qualified
rigger, remove the doorplate from the sterilizer and move it to a
secure, remote storage location. 5. Secure the doorplate in a remote
location to prevent injury to personnel in working areas. 6. Core drill
the cinder block in the sterilizer pit and the ceiling above the
autoclave for the shaft removal. 7. Secure the hinge bracket and upper
bracket prior to removal. 8. Remove all the door hardware, gearbox and
motor. 9. Clean and prepare the door blocks for the new hardware. new
hardware. 10. Install the new door hardware (bushings, bearings, miter
gears, cams, and shafts, etc.) 11. Reinstall the new / rebuilt door
motor with clutch assembly. 12. Repair the gasket groove on doorplate.
13. Reinstall the doorplate in conjunction with a qualified rigger.
14. Secure the door covers. 15. Rewire the door motor(s). 16. Power up
and test the sterilizer doors. Reports and Deliverables: The
contractor shall provide to the Government copies of test results upon
completion of the project and will demonstrate to Government personnel
that doors are operating properly. Review and Approval: All work shall
be performed in a professional manner and meet the manufacturer
standards as listed in the Operator's manual. All work shall be
reviewed and approved by the VRP Facility and Equipment Specialist and
the Facility Manager following completion of project. Government
Furnished Property: The Government will provide to the contractor a
site to store and secure the doorplates following removal from the
autoclave. The provisions of FAR Clause 52.212-1, Instructions to
Offerors-Commercial Items, applies to this acquisition. The provisions
of FAR Clause 52.212-2, Evaluation -- Commercial Items is applicable
to this acquisition. The specific evaluation is compatibility to the
Government's required specifications. The quoter must submit
descriptive literature of the product quoted, itemized price list, a
detailed proposal as to how the work will be completed. The Government
intends to evaluate offers and award a contract without discussions
with Offerors. Therefore, the initial offer should contain the
offeror's best terms from a technical and price standpoint. However the
Government reserves the right to conduct discussions if later
determined by the Contracting Officer to be necessary. The Government
may reject any or all offers if such action and waive informalities and
minor irregularities in offers received. Award will be made to the
lowest price, technically acceptable offeror meeting the Government's
specifications. The offeror must include a completed copy of the
provision of FAR Clause 52.212-3, Offeror Representations and
Certifications -- Commercial Items with its offer. The provisions of
FAR Clause 52.212-4, Contract Terms and Conditions -- Commercial Items,
applies to this acquisition. The FAR Clause 52.212-5, Contract Terms
and Conditions Required to Implement Statutes or Executive Orders --
Commercial Items -- Deviation For Simplified Acquisitions, applies to
this Items is applicable to this acquisition. The clauses are available

of furnishing the government with the items specified in this synopsis
should submit two (2) copies of a quotation to the below address. The
quotation must reference "Solicitation number" NHLBI-PS-2000-605. The
quotation is due June 09, 2000, at 8:30 a.m. local prevailing time or
fifteen (15) calendar days from the publication date of this synopsis,
whichever is later. All responsible sources may submit a quotation,
which if timely received, shall be considered by the agency. Quotations
