Standards and Technology (NIST) intends to negotiate on a sole-source
basis with Harvard University, Kennedy School of Government under the
authority of FAR 6.302-1. NIST has a requirement for an in-depth
analysis and study of the need for federal cost-shared partnerships
with private firms. The Advanced Technology Program (ATP) stimulates
economic growth through the development of innovative technologies. ATP
selects industry-proposed research projects for funding based upon both
their technical and economic/business merit. Measuring the impact on
U.S. companies, industries, and the economy from ATP funding is
critical in evaluating the success of the program's mission. The need
for federal cost-shared partnerships with private firms is based on the
generally accepted view that there is a market failure in early stage
research investments to carry technological ideas with commercial
potential to the stage where private capital will accept the risks of
financing new firm creation and market entry. Elucidating the nature of
this "gap" is the primary object of this project. This project will be
carried out by a team at the Belfer Center for International Affairs,
Kennedy School of Government, Harvard. The principal investigator is
a uniquely qualified individual, with high-level experience in
government, business, and academia. In carrying out this project, the
investigators will take advantage of a previously completed study and
build upon the earlier work. The requirement includes (1) one
preliminary discussion meeting and two workshops; (2) discussion papers
(after each meeting a/o workshop); and (3) a final report. The
Government anticipates award of a time-and-materials type contract.
Delivery of the final report shall be 12 months after award. Interested
persons may identify their interest and capability to respond to the
requirement. This notice of intent is not a request for competitive
proposals. A determination by the Government not to compete this
proposed contract based upon responses to this notice is solely within
the discretion of the Government. Information received will be
considered solely for the purpose of determining whether to conduct a
